The City of Keene is seeking an experienced professional to join the Finance Department team as the Payroll Administrator!  This position manages payroll for the City in compliance with City Code, collective bargaining agreements, and applicable federal, state and local laws, rules and regulations.

Responsibilities include, but are not limited to:
• Prepares and opens payroll to allow for time entry, generates payroll batches, reviews time entry, earnings, and deduction calculations and checks for accuracy and compliance.
• Generates, reviews and ensures distribution of remittances and checks.  Reviews and ensures any retroactive payments are calculated.
• Prepares medical and child support orders for various states and calculates and processes private and federally mandated garnishments.
• Determines eligibility for and processes injury leave and supplemental sick leave, when applicable, for personnel who are pending or deemed eligible for workers compensation indemnity benefits.  Monitors wage and indemnity benefit payments for compliance with City policy.
• Oversees activity related to the City’s various 457 providers filing reports, remittances, adjustments to contributions, loan repayment agreements and implementation of any deductions.
• Prepares for approval and submits filings for the City’s 941, W2, ACA filings and any other required state and federal payroll reports.

Requirements include:
• Associate’s Degree or equivalent, plus 5-7 years of related experience with knowledge of the IRS, state law, GASB, FLSA and other regulatory requirements impacting municipal payroll, or an equivalent combination of education and experience.
• Proficiency in using spreadsheet, payroll and financial accounting software.  The City uses Munis financial software (a Tyler Technology product) and experience in that would be ideal!
• The ability to maintain confidentiality is a must!

Salary and Benefits include:
• This position offers a salary range of $64,144- $79,934 annualized.
