Job Description
GENERAL DESCRIPTION The Administrative Assistant I is an office assistant position that provides clerical functions within the police department. The Assistant performs duties related to management of digital records working under the direction and supervision of the Evidence Custodian. The position requires daily contact with City employees and some contact with outside agencies and the general public as well as the ability to operate City vehicles in support of essential job functions.

Essential Duties and Responsibilities
Assist the Evidence Custodian in receiving, cataloging, and properly storing incoming evidence, safekeeping and found property items, including firearms / weapons, drugs and drug paraphernalia, currency, clothing, digital / analog media, graphic documents, and biological and other hazardous materials.Utilize computer systems and software applications to handle the intake, transfer, storage and disposal of digital evidence filesPrepare police records for release to the public or other entities. This will include redaction of documents and redaction of digital media utilizing software solutions and outside vendors.Maintain a chain of custody for items processed into and out of evidence storage / safekeeping.Assist the Evidence Custodian in the disposal of evidence / property as required by state and local regulationsTransfer evidence to the State Scientific Crime Detection Laboratory or other labs as directed by the Evidence Custodian.Provide administrative support for various functions and operations of the Kenai Police Department.Maintain a variety of documents, forms, records, files and databases, including logs, alphabetical and numerical files, report forms, statistical data, and correspondence using correct English spelling, punctuation, and grammar.Provide information and respond to public or agency inquiries, including police records in accordance with state and federal laws; testify in court regarding preparation of evidence and discovery material.Perform purchasing duties in accordance with City policies and procedures.Maintain compliance with OSHA Bloodborne Pathogen Standards.Establish and maintain effective working relationships with government agencies, vendors, City employees, and the general public.Maintain strict confidentiality of privileged communications and information and comply with privacy laws and regulations.Attend Department training programs.Have regular, reliable, and predictable attendance at work.Perform other duties as assigned.Minimum Qualifications
Possess a high school diploma or equivalent.The applicant (or employee after hire) must pass a criminal background check and other background investigations to meet security requirements for using networks and protected databases. The applicant must be eligible to obtain and maintain a security clearance for the Alaska Public Safety Information Network (APSIN).Possess or obtain a valid Alaska driver's license within thirty (30) days of employment and prior to operating a City vehicle. Applicants will be required to submit a Division of Motor Vehicles record upon request.Supplemental Information
DESIRABLE QUALIFICATIONS
Clerical experience working in police or other criminal justice agency.Experience working with state and national criminal justice databases.Experience with Alaska Statutes, Alaska Administrative Code, and legal discovery rules governing criminal and civil cases.Experience in clerical work including working with various computer software applications.WORKING ENVIRONMENT The work environment is typically in an indoor office setting, adequately heated, lighted, and ventilated. While performing the duties of this job, the employee usually works in an office or confined space and is occasionally exposed to toxic chemicals and fumes; biological and hazardous materials, drugs, and weapons. Personal protective equipment is provided and must be used in accordance with best practices, federal and state laws, and City / Department policies and operating procedures. The employee must regularly travel to other areas in the community, particularly public office buildings. The Assistant works mostly during the daytime but occasionally is required to work at night and during the weekend and sometimes works alone.
PHYSICAL DEMANDS While performing the duties of this job, the employee is frequently required to use hands and fingers dexterously to operate office equipment, including telephones, photocopiers, computers, keyboards and typewriters; communicate orally in person and on the telephone; sit for extended periods of time; and, stand, walk, stoop, crouch, and reach with hands and arms. The employee must occasionally exert up to 40 pounds of force and may be required to drive or walk to other City or State buildings. Specific vision abilities required include close vision and the ability to adjust focus. The employee must be able to hear and to talk and communicate verbally in-person as well as on a telephone.
