GENERAL DESCRIPTION The Equipment Operator is an employee of the Public Works Department and works under the direction of the Street Foreman. The functions of this position are performed for the Streets Division of the Public Works Department. The primary function of the Streets Division is to maintain, keep clear and safe, and repair streets. The Operator operates and performs general maintenance on graders, loaders, dump trucks, water tanker, backhoes, and other heavy and light equipment. This position is required to perform manual labor. The Streets Division is periodically called upon to assist other City Departments and Divisions.
- Perform a variety of maintenance, repair, and construction work of city streets and related structures.
- Operate construction and maintenance equipment including graders, loaders, dump trucks, water trucks, sand trucks, vacuum trucks, backhoes, sweepers, snow blowers, and other heavy and small equipment as required.
- Perform general maintenance and attachment/accessory change out on a fleet of heavy and light equipment and tools.
- Perform demolition of, construct new, and perform maintenance on asphalt, concrete, and other city assets including but not limited to signs, storm drains, and dock facilities; fill pot holes and repair road edges with patch material; remove and replace asphalt in areas damaged for system repair and areas of asphalt that are failing; remove roadway hazards.
- Paint line markings on pavement including street lines.
- Remove and plow snow from City streets and City property; spread sand on icy streets.
- Install and remove seasonal docking facility including water systems and dock floats; dredge dock ramps.
- Perform tasks required to maintain the safety of the public; conduct traffic control when working in high traffic areas of the City; install street barricades and cones prior to the performance of maintenance or repair activities; direct and control traffic around work site.
- Transport equipment and material to work sites; load and unload equipment and materials.
- Communicate effectively via radio, cell phone, and e-mail; communicate effectively and courteously with members of the public, co-workers and supervisors. Position requires regular interaction with the public and efforts to make these interactions positive and helpful.
- Complete assigned work with a minimum of supervision.
- Prepare documents including but not limited to timesheets, accident reports, and job safety analyses.
- Attend training programs; participate in and occasionally lead safety discussions; work safely.
- Have regular, reliable and predictable attendance at work.
- Have the physical ability to perform essential job functions.
- Perform other work as assigned.
- Be at least eighteen (18) years of age.
- A combination of two (2) years of maintenance, repair, construction or equipment experience.
- Possess a valid Alaska Class “A” commercial driver’s license with “N” tanker endorsements and without an Air Brakes L Restriction prior to employment. Applicants will be required to submit a Division of Motor Vehicles record upon request.
- This position governed by the City of Kenai’s Drug and Alcohol policy and Department of Transportation (DOT) CDL regulations. The successful applicant will be given a conditional job offer conditioned on the applicant receiving a negative result on a pre-employment drug test. Regulations also required the City toverify the applicant’s CDL is non-prohibited through the Federal Motor Carriers Safety Administration Drug and Alcohol Clearinghouse. . Past violations may make the applicant ineligible for hire unless evidence is provided to the City that the applicant has successfully completed DOT’s Return to Duty Requirements.
- The employee must be available to work varying schedules including weekend days and evenings, City holidays, and shift extensions. The employee may be asked to respond to emergency call outs when available. The schedule is typically four ten-hour days per week. The employee will be required to perform some work on weekends and nights and respond to emergency call outs when available.
DESIRABLE QUALIFICATONS
- Three (3) years or more of progressively responsible work experience in street maintenance.
- Three (3) years or more of motor grader operation experience.
- Three (3) years or more of truck and trailer operation experience.
- Experience in the operation and maintenance of a wide range of heavy and light equipment.
WORKING ENVIRONMENT The employee must be able to do strenuous work in all kinds of weather (e.g., high temp., low temp., winds, snow, ice, fog, direct sunlight) and on surfaces at, above, or below floor level. Duties are performed both indoors and outdoors in a varied working environment, during day and at night or in the dark, and often in inclement weather and in extreme temperatures. Inside work is usually in buildings, adequately heated, lighted, and ventilated. Noise from heavy equipment, hammers, saws, and other tools is frequent. There is dust and sometimes dirt when repairing structures and operating tools. The employee may be exposed to dust and other irritants and toxic/poisonous substances. The employee is required to drive a vehicle and perform some work inside a vehicle, including operating radios. Personal protective equipment is provided and must be used in accordance with best practices, federal and state laws, and City/Department policies and operating procedures.
PHYSICAL DEMANDS While performing the duties of this job, the employee is frequently required to use hands and fingers dexterously (e.g., operate hand and power tools, telephones, radios, and some general office equipment); to work both inside and outside in all types of weather; to sit, stand, walk, stoop, crouch, lift, bend, and reach with hands and arms; to climb ladders; and to work in confined spaces. While performing the duties of this job, the employee is required to exert in excess of 100 pounds of force occasionally and/or in excess of 50 pounds of force frequently. The employee is frequently required to operate heavy equipment and sit for extended periods of time. The employee must be able to climb in and out of heavy equipment vehicles, work in small spaces, and must be able to perform strenuous work in inclement weather.
Specific vision abilities required include close, distance and peripheral vision, the ability to adjust focus, and the ability to judge distances and spatial relationships. The employee must be able to hear and to talk and to communicate verbally in-person as well as on a telephone and radio.

When an employee is exceptionally qualified, the City Manager may approve compensation at a level above the minimum but not more than the maximum range. Exceptional qualifications are in addition to meeting the minimum qualifications and include, but are not limited to five (5) years experience in Streets Department or three (3) years experience in motor grader operations.Salary : $30 - $40
