While performing the duties of this job, the employee is frequently required to sit and talk and hear; use hands to finger, handle, or feel objects, tools, or controls; and reach with hands and arms. The employee is occasionally required to walk.
The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception, and the ability to adjust focus.

Essential Duties
Core Competencies
- Assists in performing planning functions related to current and long-range comprehensive planning and municipal development, land use management, economic development, urban development, comprehensive growth, annexation, and special projects as assigned.
- Performs planning functions related to land use management, urban renewal/development and comprehensive growth, annexation, and revitalization programs.
- Collects, organizes and analyzes social economic, population demographic information and physical data required in the development of strategies, plans or programs.
- Prepares progress reports and writes position papers on plans, programs, projects or policies.
- Responds to inquiries regarding zoning and land use regulations and prepares zoning verification letters. Communicates directly with applicants, developers, engineers, and architects regarding development proposals. Assists the Senior Planners with review of plats and commercial site plans. Reviews plats and plans for conformance with all applicable City requirements, including architectural standards and parkland dedication requirements.
- Prepares staff reports for Board and Commission meetings, including staff reports regarding plats, zoning requests, subdivision variances, zoning variances, and orders of design compliance.
- Attends Board and Commission meetings, including Planning and Zoning Commission, Zoning Board of Adjustment, Heritage Preservation Board, and Tax Increment Reinvestment Zone Board meetings and makes presentations as required.
- Prepares agendas and agenda packet materials for Planning and Zoning Commission hearings, Heritage Preservation Board, Zoning Board of Adjustment, and Tax increment Reinvestment Zone Board.
- Places zoning notification signs on property and takes site photos for all zoning requests.
- Assists in developing and writing ordinances and amendments for consideration by the Planning and Zoning Commission and the City Council.
- Aids the Assistant Director of Development Services and other planning staff in preparation of major reports and ordinance revisions for submittal to the Planning and Zoning Commission and City Council.
- Prepares items for City Council, including preparation of ordinances, exhibits, and PowerPoint presentations. Uploads items to Legistar as needed.
EDUCATION AND EXPERIENCE:
- Graduation from an accredited four-year college or university with a degree in land use planning, urban planning, public administration, or related field; OR
- Associates Degree in planning or a related field along with three (3) years experience in public sector planning or a related field.
- Good understanding of zoning and land use development laws.
- Working knowledge of comprehensive plans, personal computers, geographic information systems, and relational data base management structure.
- Skill in use of geographic information systems viewing software.
- Ability to communicate effectively orally and in writing, in the English language, with City Council, Planning and Zoning Commission, land developers and the general public.
- Ability to establish effective working relationships.
- Ability to maintain regular and punctual attendance.
- Ability to direct and perform technical research; study, analyze, prepare and present verbal and written reports resulting from such research.
- Ability to evaluate planning material and to communicate effectively.
- Ability to attend various workshops and training sessions as required.
- Must have a valid driver’s license by date of hire.
- Must obtain and maintain a Texas Driver’s License within 90 days of hire.
- Must be physically capable of moving about on construction work sites and under adverse field conditions.
