GENERAL PURPOSE
To perform a variety of routine and complex skilled and technical work in the production of all of the City's printed materials. To be responsible for the purchasing, receiving, inspection and maintenance of print supplies and equipment.
SUPERVISION EXERCISED
Supervises one (1) employee.
Essential Duties
Operates and maintains the offset duplicator.
Purchases, moves and stores paper stocks and printing supplies.
Operates and maintains electrostatic plate-maker and converter.
Uses computer to aid departments in the preparation and/or alteration of material.
Operates and maintains manual comb-type and electric spine binders, spiral binding machine, and laminating machine.
Prints, collates, gathers, and binds documents into book form for presentations.
Operates and maintains electric collator and electric folder.
Maintains records of work done on a by-job, daily and monthly basis, Purchase orders, requisitions, billing, and planning and implementing budget.
Produces an annual inventory evaluation.
Manages equipment contracts and service agreements.
Maintains a filing system of forms required by each department.
Operates and maintains electric and manual cutters.
Uses padding board, padding cement, and multiform adhesive to produce form pads and multiple part forms.
Operates and maintains shrink-wrap units, maintains saddle, booklet, electric pressure-operated and electric foot-operated staplers, and maintains electric upright drill.
Provides delivery of products to various City departments.
Operates and maintains color duplicator.
Reviews all work orders and determines how to fill such orders (in-house or outsource). Procures services for all jobs outsourced in accordance with procurement laws and policies.
Prepares and administers budget for print shop operations.
Analyzes job costing and efficiency of operations.
Remains knowledgeable in current printing techniques.
Researches and assesses new print techniques and making recommendation for implementation of new processes.
Accepts work request and determines whether to print in house or outsource. Responsible for all outsource quotes and processing.
Adheres to assigned work schedule as outlined in the Department and City attendance policies and procedures; ensures all behaviors comply with the City's Personnel Rules and Regulations.
Possesses and maintains a valid driver's license and complies with City of Killeen driving policy.

Personal computer, (software used are: Adobe PageMaker, Photoshop, Illustrator, Quarks, Microsoft word, and Microsoft Publisher, also knowledge of running scanner), data base and computer-aided-design software; offset duplicator; electrostatic plate maker and metal plate converter; staplers; cutters; paper drill; collator; folder; shrink wrap unit; padding board; binder; jogger; laser printer; calculator; motor vehicle; telephone; copy and fax machines. Protective safety equipment is used as necessary.

Required Minimum Qualifications
REQUIRED MINIMUM QUALIFICATIONS
Education And Experience
- Graduation from a two (2) year accredited technical college; and
- One (2) years of related technical training; or
- Any equivalent combination of education and experience.
- One (1) year supervisory experience preferred.
- Knowledge of offset duplicating machines, printing presses and finishing equipment;
- Knowledge of papers, inks, chemicals and other supplies used in printing;
- Knowledge of PC-based graphic-design and layout for form design;
- Manual dexterity and hand-eye coordination is essential;
- Knowledge of basic math skills;
- Skill in operating the listed tools and equipment;
- Ability to effectively communicate orally and in writing;
- Ability to establish and maintain effective working relationships;
- Ability to effectively supervise staff; and
- Skill in computer software applications, office correspondence and time management techniques.
- Maintains regular and punctual attendance.
