The City of Kodiak is recruiting for a full-time Fire Chief (Director) . This executive-level position, under general administrative direction, plans, directs, manages, and oversees the activities and operations of the fire department for the City of Kodiak including fire suppression, fire prevention, emergency medical services, emergency management, and related services and activities; coordinates assigned activities with other departments and outside agencies, which includes filling the position of Chair Person for the Kodiak Local Emergency Planning Committee (LEPC) and provides highly responsible and complex administrative support to the City Manager. Additional responsibilities include Fire Marshal and Emergency Services Coordinator for the City of Kodiak.
The goal of the City of Kodiak government is to provide quality municipal services as efficiently and effectively as possible within guidelines established by federal and state law, the Charter of the City of Kodiak, the Kodiak City Code, and the citizens of Kodiak as represented by the City Council. As Director of the fire department, the Fire Chief administers the fire department's operating and capital budget, applies for and manages all grants, and manages the staff of the department in furtherance of the City's goals. On own initiative or by direction of the City Manager, the Fire Chief ensures implementation of City Council policies and direction by planning, implementing, and evaluating the fire department's activities, programs, and facilities. The Fire Chief must perform these duties in a manner that reflects positively on the City and the fire department and is responsible for maintaining a level of professional expertise and image that promotes efficient use of the resources available to the fire department.
Examples Of Essential Duties
- Assumes full management responsibility for all fire department services and activities including all fire suppression, fire prevention, emergency medical services, emergency management, plan review and related services and activities.
- Develops and implements department policies, procedures, programs, goals and objectives including responsibility for long-range planning, financial management, and strategic plan implementation and management.
- Directs and oversees professional and managerial staff to include : prioritizing and assigning work; conducting performance evaluations; ensuring any performance deficiencies are corrected; ensuring that employees follow policies and procedures; ensuring staff are trained; maintaining a healthy and safe working environment; and making hiring, termination, and disciplinary recommendations.
- Act as incident commander on all complex emergencies and coordinates on scene operations to stabilize the incidents. Responds to emergency and non-emergency incidents; utilizes the incident command system to take action to mitigate hazards and treat patients including operational requirements within the response system; makes decisions affecting life and property under emergency circumstances.
- Ensures that up-to-date and efficient fire prevention, fire suppression, hazardous incident mitigation, and emergency medical technologies are incorporated into the fire department's procedures, equipment, and methods.
- Works with the Emergency Services Director to implement City-wide emergency plans and functions, including staffing Emergency Operations Center, emergency management mitigation, and emergency preparedness and response.
- Develops, prepares and monitors expenditures associated with department budgets, grants, and other funding sources for programs and operations.
- Prepares strategic plans and develops and executes special projects impacting fire department operations and activities; develops, implements and evaluates programs / projects in accordance with City and fire department plans and policies.
- Represents the City and fire department to the public, elected officials, other agencies, committees, and organizations including making presentations, chairing and participating in meetings, conducting community outreach, and responding to complex and sensitive inquiries.
- Prepares, analyzes, and approves statistical, progress, and operational reports related to fire department activities and administrative matters.
- Identifies federal, state, and private research and development grants; determines scope of work for which funds are needed; prepares proposals to obtain grants; administers grant funds.
- Works with the approved emergency medical services physician medical director.
- Performs other duties as assigned.

High school diploma or General Education Development (GED) and Bachelor's degree in emergency management, fire service, emergency medical service, or related field, eight to ten years of progressively responsible professional fire service experience; including at least five years of executive management experience; or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.

WORKING CONDITIONS :
Work is performed primarily in a standard office with frequent travel to various locations to attend meetings and / or perform department activities in responding to emergency scenes, disasters, or critical incidents. The employee occasionally works near moving mechanical parts; exposed to outside weather conditions and wet and / or humid conditions; works in high, precarious places; exposed to fumes or airborne particles, toxic or caustic chemicals, extreme cold, extreme heat, risk of electrical shock, and vibration; the noise level in the work environment is usually moderate; however, the noise level is occasionally very loud due to sirens, etc.
Non-traditional work hours are necessary, including working extended hours including evenings and weekends. Subject to mandatory call back at any time. Required to attend City Council or other public meetings as assigned. Some travel may be required.
