Description
The City of La Crosse is currently accepting applications for the full-time position of Human Resources Generalistwithin the Human Resources Department. As part of the Human Resources Department, this position will perform a variety of recordkeeping, administrative, technical and software tasks including recruitment, employee relations, position, and salary administration. The work is performed under the direction of the Director of Human Resources.
Requirements : Associate degree in Human Resources Management or related field, with 1-3 years of experience in employee benefits administration, recruitment, worker's compensation and human resources issues; or a combination of education and experience which provides equivalent knowledge, skills and abilities. Demonstrated proficiency in computer software such as Microsoft Office, Word, Excel, Outlook, etc. required. Previous recruitment experience required. Strong communication and listening skills required. Previous experience with presentations / public speaking and / or training preferred. Previous experience working with collective bargaining agreements preferred.
Starting wage for this non-exempt position ranges from $28.65 to $29.44 per hour (75 hours bi-weekly), depending on qualifications.

Purpose of Position
The purpose of this position is to perform a variety of recordkeeping, administrative and recruitment tasks which may include confidential employee / candidate information. The work is performed under the direction of the Deputy Director of Human Resources.
Essential Duties and Responsibilities
The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.
Meets and screens department visitors. Provides information to inquiries or refers to appropriate person or agency.
Receives and screens telephone calls. Schedules meetings. Prepares correspondence.
Coordinates employee recruitment. Develops classification advertisements, screens applications / resumes, creates interview questions, participates in candidate interviews and new employee selection, performs record and reference checks, schedules applicable testing and extends employment offers.
Processes new employee forms, and status change forms.
Coordinates CDL training and testing of employees.
Conducts exit interviews with employees.
May conduct internal investigations regarding employee misconduct, harassment complaints, discrimination, etc.
May advise supervisory personnel with discipline administration and assist in the administration of employee discipline and termination.
Determines priority of daily personnel functions and performs same.
Monitors Human Resources budget line items. Notifies Director of line item overruns and balances.
Prepares monthly bills.
Administers employee performance evaluation program. Monitors eligibility for program.
Maintains Human Resources EEOC tracking.
Monitors position vacancies.
Conducts policy training for new employees; Conducts annual employee handbook training.
Coordinates and schedules supervisor training and development programs.
Monitors and orders supplies.
Monitors FMLA records from third party administrator.
Coordinates United Way campaign and keeps track of United Way contributions. Reports contributions to United Way.
Administers the Tuition Reimbursement program.
Coordinates special events for the City, including, but not limited to, Administrative Professionals Day, New Employee Breakfast, Service Recognition, etc.
Maintains regular and predictable attendance.
Maintains confidentiality of HIPAA, personnel matters and applicant information.
Additional Tasks and Responsibilities
While the following tasks are necessary for the work of the unit, they are not an essential part of the purpose of this position and may also be performed by other unit members.
Completes salary surveys as requested.
Orders flowers for bereavement and hospitalization.
Additional projects as assigned.
Facilitate and proctor civil service exams and other testing to applicants.
Minimum Training and Experience Required to Perform Essential Job Functions
Associate degree in Human Resources Management with two years of progressively responsible administrative experience preferred; or any combination of education and experience that provides equivalent knowledge, skills and abilities. Recruitment experience is preferred. Prior experience in a leadership role required. Presentation / training experience desired. Demonstrates strong computer skills. Effective public relations skills and telephone skills required.
