ABOUT THE DIVISION: :The Engineering Division is comprised of the following three Sections: Engineering, Traffic, and National Pollution Discharge Elimination System (NPDES). The Division is responsible for the design and construction and/or reconstruction of water facilities, sewer lines, storm drain improvements, streets, alleys, traffic signals, traffic striping, park projects, civic buildings and median island improvements. The Division is also responsible to manage the current NPDES storm water permit from the State of California and maintains traffic signals, traffic calming devices, traffic signs and traffic striping.
ABOUT THE POSITION: Under general direction, the Assistant Civil Engineer performs basic professional and technical engineering work involving engineering public works, National Pollution Discharge Elimination System (NPDES)1 private development/ water1 street/ storm drain1 sewer construction, maintenance, striping and traffic signal projects; assists in reviewing private development projects; collecting field data; issuing permits; using computer-aided design and drafting software to prepare and update maps and plans; and performs related duties as required.
• Prepares, designs, and/or evaluates preliminary and final plans, contract specifications and presentations for a variety of City public works and private development projects.
• Manages contractors as necessary; plans, directs, and participates in projects being planned and completed by City public works staff; ensures that all aspects of the projects are addressed and completed.
• Submits projects for competitive bid; prepares, reviews and analyzes bid documents; award construction contracts; schedules and attends preconstruction meetings.
• Processes Notice to Proceed, reviews Contractor submittals, processes construction change orders and assists in inspecting the Contractor's progress.
• Plans, prepares budgets, cost estimates, coordinates, designs, inspects and manages the construction of infrastructure projects, which may include, but not be limited to: maintenance of roads, drainage, grading, buildings, water supply, parks, recreational facilities, trenching, sewer collection systems, environmental mitigation and monitoring programs and other related subjects.
• Reviews public and private development submittals for compliance with state and local regulations and specifications
• Monitors compliance of City public works operations with applicable regulatory agency requirements.
• Coordinates with the Development Review Committee and attends Planning Commission meetings as necessary.
• Manages environmental studies and coordinates with National Pollutant Discharge Elimination System (NPDES) requirements related to private development and public works projects.
• Coordinates with the City's consultant to ensure compliance with all applicable regulatory requirements associated with the City's Municipal Separate Storm Sewer System (MS4) NPDES Program, investigates complaints and performs field visits for construction inspections and illicit connections or discharges, and educating the City Departments on storm water environment compliance issues.
• Verifies, maintains records, files and prepares comprehensive technical reports related to assignments
• Applies for and obtains permits; and assists in the preparation of applications for grant funding and administers grants.
• Coordinates work with other divisions, departments, agencies and private entities; and attends various meetings as a representative of the City's Public Works Department such as City Council, City Planning Commission and any other stakeholder board, agency or district.
• Manages the Pavement Management Program.
• Oversee Requests for Qualifications (RFQ) and Requests for Proposals (RFP) for the solicitation, evaluation and selection of engineering consultants
• Negotiate fees and determine the scope of work for complex engineering services contracts.
• Manages reports and submittals for the Orange County Transportation Authority (OCTA) Measure M Program including but not limited to preparing reports, attending OCTA Meetings as necessary, applying for funding and monitoring all funding and billing requirements necessary to stay incompliance with OCTA programs.
• Prepares, researches, and updates detail drawings and perspectives, reviews Parcel Maps, Tract Maps, and various maps involving private development, public infrastructure, and improvements using computer-aided design and drafting software.
• Responds to inquiries and provides mapping and engineering information to developers, contractors, utility companies, and the general public as well as other public entities in cooperatively funded or joint projects and programs.
• Investigates and responds to public service requests, inquiries and complaints related to City infrastructure and traffic problems
• Assists customers at the permit counter as needed; assists in calculating plan check and development fees; manages the encroachment permit process governing all uses within the public right-of-way; and monitors status of plan check review packages.
• Provides training and/or technical assistance to support staff.
• May develop procedures for the use of engineering computer applications.
• Tabulates and analyzes traffic counts and reviews data provided in traffic studies.
• Performs related duties as required .

LICENSES/CERTIFICATES/SPECIAL REQUIREMENTS: Valid Class C California driver's license, acceptable driving record, and evidence of insurance is required. Engineer-In-Training (E.I.T.) certificate is desirable.

WORK ENVIRONMENT: The employee typically works in both office and field settings. Within the office, the noise level is frequently quiet or moderately quiet. In the field, the employee is occasionally exposed to loud construction machinery noise at job sites. Frequent driving is required to perform field inspections of land use development, construction sites, and public facilities and the employee is subject to variable traffic and variable weather conditions.
