Reporting to the City Engineer, under general direction, the Engineering Development Review Manager is responsible for planning, scheduling and managing the operations of the Development Review section of Public Works. This position is also responsible for, but not limited to, directing the plan review and inspections for all private commercial, residential and other public agency development projects; ensuring the compliance of construction projects with associated engineering principles and/or adopted City codes, federal, state and/or other legal standards; managing the budget for the section and assigned projects; resolving complaints with the public; and reviewing and implementing updates to the PW Development Guidelines and standards.Please note: First round in-person interviews are tentatively scheduled for April 11, 2025.The Hiring Manager reserves the right to make changes to this posting at any time.*This recruitment may be used to fill other positions of the same job classification. EXAMPLE OF DUTIES
These duties include but are not limited to the following: Supervision & LeadershipSupervises, coaches, trains and motivates staff, coordinates and/or provides staff training. Manages the employment and hiring process and employee relations while managing the workflow. Promotes, transfers, directs, evaluates performance, and provides advice and counsel to staff, creates developmental work plans for staff and implements and/or recommends corrective actions, handling grievances, discipline, and recommendations to terminate when appropriate.Assigns duties and responsibilities, prioritizes projects and measures the performance of assigned staff and takes appropriate corrective action when necessary. Monitors/evaluates workload and schedules for all projects in construction to ensure adequate timing and staff coverage and that projects are completed on time and within budget limitations.Leads in resolving conflicts and disputes between divisions and departments through understanding, positive communication, and a team-oriented manner. Manages employees’ schedules and approve monthly timesheets.Facilitates problem solving in the division and encourages a high degree of communication within the section and with other employees affected or impacted by section work. Construction and Plan Review OversightResponsible for oversight of review and construction inspection work to assure developer/contractor compliance with City development standards and guidelines related to public works infrastructure and all associated federal, state, and local laws and regulations.Oversee and facilitate the City of Lacey land use, building and civil drawing permitting process through coordination with counterparts (Current Planning & Economic Development Manager and Building Official/Fire Marshal) in the Community and Economic Development Department. In addition, works together with CED counterparts to update policies and practices related to land use, permitting, and standards.Oversees the application of LMC, DGPWS, State and Federal laws to review and processing of permits. When laws and regulations are in conflict, work with CED, PW, and SPR Committee to resolve conflict in the best interest of the City.Ensures appropriate notices, press releases, and website updates are distributed in accordance with the City’s Good Neighbor Policy and established practices.Respond to citizen complaints regarding construction in the right of way, resolves them, and coordinates with citizens/businesses for traffic issues. May conduct plan reviews for larger or complex projects and assist with development review workload as required to meet plan review and inspection deadlines.Oversees right-of-way permitting program which includes calculating, developing, and analyzing changes in formulas related to permit fees, latecomer agreements, and related assessments. Evaluates and assists with implementation and ongoing administration of permit software system as related to public works department procedures, tracking and fees.Contributes engineering oversight when developing new or revised franchise agreements.Responds to and resolves customer, developer, consultant and/or citizen complaints related to complicated engineering and/or construction problems.Development Review OversightEstablishes, plans, implements and monitors department (section) priorities and goals including through development and implementation of standard operating policies and procedures.Provides technical direction to Development Review engineering staff. Recommends and implements changes in work methods, policies, and procedures to ensure the work of the section is performed to meet optimal operating efficiencies and customer service levels.Monitors day to day operations, anticipates and troubleshoots problems when they emerge. Assists developers and/or the public with inquiries related to Public Works development requirements or private development projects such as code compliance, the permitting process and code interpretations.Provides presentations for informational purposes on development review at public meetings, including at the Planning Committee. Reviews and implements updates to Public Works Development Guidelines and standards including drafting language for approval for changes to municipal codes for compliance as needed. Budget ManagementAssists in the development, administration, maintenance and oversight of the budget including the annual budget; makes recommendations and forecasts for future funds needed for staffing, equipment, materials and supplies.Other Duties AssignedRepresents the City at inter-agency, Council, committee, Planning Commission meetings and at hearings. As an active participant, attends Site Plan Review meetings and Thurston County pre-submission conferences and public hearings and any assigned board and/or committee meetings (LOTT Cleanwater Alliance, etc.). Serves as a member of the EOC and Public Works emergency response purposes for the City.Represents the City effectively at public meetings and work with the public.May perform other duties as assigned.

SUPPLEMENTAL INFORMATION
Knowledge of: Municipal civil engineering design, construction principles and practices, and familiarity with pertinent standards, guidelines, manuals, and specifications as well as related City, state and federal regulations and laws.Project and time management techniques and principles.Engineering mathematics, standards, practices and principles. Engineering software and programs. Best practices and industry standards, methods, and techniques of municipal development review.Administrative principles and practices of construction and managing/administering consultant contracts.Industrial first aid practices and pertinent safety regulations, standards, and guidelines.The application of rules, regulations, policies and procedures as they relate to reading, interpreting and understanding specifications, drawings, and field surveys.Skill In: The application of engineering formulas, principles, and techniques to review and interpret engineering plans and ascertain whether or not plans, specifications, and construction in the field complies with the City's plan review and development requirements.The use of professional judgment and analysis in resolving issues and complex matters related to managing staff and compliance with City standards for development and construction of public works infrastructure.Computers, computer software (MS Office Suite, etc., AutoCAD, etc.) and their application to engineering and construction projects.Applying design review techniques and principles.Managing conflict and conflict resolution.Ability to: Effectively supervise, coach, mentor staff and establish priorities to ensure plan review and inspection schedules are met.Mentor and coach team members to build a strong, cohesive, productive team.Coach employees to provide a high level of customer service to both internal and external customers.Formulate new or revised policies and/or procedures to address emergent issues, increase section efficiencies and improve customer service. Accurately calculate complicated engineering formulas and assessments related to development fees. Perform technical duties of section responsibilities in accordance with accepted engineering and design review practices.Greet the public and co-workers and convey a willingness to be of service and/or be open to resolving issues. Ensure messages are understood and close all communications respectfully. Diplomatically resolve complex issues and manages situations involving confrontational individuals. Portrays an image of knowledge, confidence, professionalism, fairness, and caring. Communicates effectively, both orally and in writing.Facilitate research methods, report preparation and presentation.Prepare and direct the maintenance of a variety of assigned reports (e.g. narrative and statistical reports) and files.
