Opportunity:

The Engineer Tech III position, under the direction of the Engineering Services Manager, will focus on the areas of development review, project design, and construction engineering/inspection. The position will require a motivated individual willing to learn the required skills and apply the knowledge and expertise that they have acquired in previous positions to this work. The position will follow development projects from conception to project construction ensuring that those projects follow City of Tumwater requirements and best engineering practices. Work will be both in the office and the field. This position will be a part of a dedicated engineering team focused on providing excellent service for projects within the City of Tumwater.

Distinguishing Characteristics:

This classification in the Engineering Technician series involves a wide range of engineering tasks of varying complexity. Employees in this classification are expected to exercise independent judgment in solving field and office challenges.

The Division

The Engineering Division designs and coordinates construction for public works, parks, and public facilities infrastructure projects throughout the city. Engineering staff design, manage, and inspect capital construction projects, including transportation, utilities, and parks. This department also manages the review and inspection of private development and the Geographic Information System (GIS).

The professional engineering classification series is a general series used by multiple Sections of the Department.  Essential job duties for a position may be limited to those applicable to the particular Section and job assignment.

The essential functions of this position include, but are not limited to:

  1. Inspection: Performs moderately complex inspections on a variety of construction projects, primarily site development and construction within City right-of-way, with inspection on other projects within the City dependent upon workload.
  2. Determines and evaluates project compliance with City and construction standards.
  3. Office: Performs moderately complex drafting, and under close supervision, performs beginning level design.
  4. Checks complex aspects of plans such as drafting standards, accuracy of computations, utility layouts, and construction cost estimates.
  5. Prepares and maintains street, sewer, and water records; makes preliminary studies of existing water and sewer systems; locates and designs trunk lines and branch sewer and water facilities; calculates capacity and maximum flow; plans and checks proposed water, sewer, street, and storm drainage extensions designed by others.
  6. Researches legal and property records to determine right of ownership to parcels of land, dedication of property and description of parcels of land. Reviews proposed right-of-way dedication, easements, and agreements.
  7. Responds to public inquiries concerning location of existing public utilities, LID assessments, construction of public utilities, and or related questions, directs such inquiries to higher-level personnel if those items are of a sensitive or complex nature.
  8. Assist TED Development engineering team in miscellaneous permit processes related to private development, private utility and right of way permitting projects.

Performs other job-related duties as assigned.

Knowledge, Skills, and Abilities:

  1. Working knowledge of general mathematics related to engineering and construction inspection.  
  2. General knowledge of surveying principals.
  3. Broad knowledge of terminology, methods, practices, and techniques of modern construction.
  4. Ability to supervise lower-level technicians.
  5. Ability to perform basic design work.
  6. Read and interpret engineering plans and specifications.
  7. Ability to determine accurately the quality and quantity of materials used on public works projects and to maintain accurate records of work performed by contractors or City personnel.
  8. Ability to perform moderately complex CAD drafting.
  9. Ability to understand plot plans, plats, site maps, aerial photos, legal descriptions, and topographical maps.
  10. Ability to establish and maintain effective working relationships with the public and co-workers; to follow oral and written instructions.
  11. Ability to perform common computer procedures involving the Microsoft Office suite, PDF’s, web-based resources, and GIS mapping programs.

Minimum Qualifications: 

Graduation from high school or GED equivalent PLUS two years of satisfactory service as an Engineering Technician II or equivalent, or any equivalent combination of experience and training.

Training/Licenses/Certifications:

1. Possession of a valid Washington State Driver’s License is required.

Contacts: The Engineer Technician III has a wide variety of contacts depending on specific assignments. Contacts with developers, consultants, contractors, City and County Departments, and state regulatory authorities are for the purpose of information sharing and work coordination. Contacts with other Engineering Division staff are for the purpose of coordination of effort and the sharing of technical information.  Contacts are occasionally adversarial in nature and the employee must resolve both technical and interpersonal issues while completing assignments.  Skill in gaining the necessary compliance while maintaining a cooperative working environment is required.  Field work may require the employee to respond to citizen questions.

Supervision: Supervision is received from the Engineering Services Manger along with senior development review engineers. Incumbents are expected to use independent judgement in completion of assignments with review by an engineer of higher classification. Supervision of employees in lower classifications may be required.

Accountability: The Engineer Technician III is accountable for completing all assigned tasks in an efficient, accurate, and timely manner.

Working Conditions: Positions in this class require regular attendance and frequently work in the field in various weather conditions. Normal working conditions include repeated long periods of driving between work sites, mobility at work sites to include using ladders, working above ground, below ground and in enclosed spaces, occasional lifting of objects up to 20 lbs., being subject to frequent distractions, noises, odors and interruptions.

Physical Requirements: Work is often performed in both an office and field setting. Specific physical requirements and typical working conditions for this position are on file in the Administrative Services Department.
