JOB OBJECTIVES
The Senior Community Development Manager position within the Economic Development Department of the City of Lafayette, Indiana, is responsible for overseeing, coordinating, and reviewing a variety of activities related to historic preservation, housing, commercial, office and industrial development, workforce development, business attraction, retention and expansion (domestic and international), small business development and startups, downtown development, public facilities and infrastructure, and capital and quality of life improvement projects.
This role also contributes to the implementation of programs and the development of long-term planning activities in partnership with city boards, commissions, community agencies, and other government units. Key collaborations include, but are not limited to, the City of Lafayette Historic Preservation Commission, Parking Commission, Redevelopment Commission, Redevelopment Authority, Economic Development Commission, Lafayette School Corporation, Greater Lafayette Commerce, Tippecanoe Area Plan Commission, City of West Lafayette, Tippecanoe County, and private sector businesses and community organizations.
The Senior Community Development Manager is responsible for interpreting local, state, and federal legislation and regulations related to historic preservation (including Secretary of the Interior standards and 106 reviews), tax-exempt financing, tax abatement, annexation, property disposition, and economic development to ensure compliance.
The role involves making recommendations to the Director regarding strategies, policies, guidelines, programs, and projects related to the City's economic and community development goals, as well as overseeing external funding sources such as grants and donations for Department initiatives.
The Senior Community Development Manager ensures performance standards are met and develops programs to meet the department's objectives. The position also requires providing information to the public and responding to citizen inquiries, including emergency calls, complaints, and requests for information.
Other duties as assigned may arise based on the evolving needs of the Department.
JOB REQUIREMENTS
- A Bachelor’s degree in Historic Preservation, Architecture or Landscape Architecture, Urban Planning, Political Science, Public Administration, or a related field is required. A minimum of five years of related experience is preferred but not mandatory.
- A comprehensive knowledge of community development principles, practices, methods, and techniques—particularly regarding historic preservation, planning, housing, and economic development. The ability to apply these principles and procedures is essential. This position requires considerable independent judgment, initiative, and strong problem-solving skills (both analytical and technical).
- Strong verbal and written communication skills are essential, with the ability to prepare and deliver clear reports and presentations. The ability to analyze complex problems, propose solutions, and interpret and apply relevant laws and regulations is critical. The position also demands the ability to support and advance the vision of the Economic Development Department, City Council, and Mayor.
- A working knowledge of, and demonstrated proficiency in, computer operations and software applications, including database management, spreadsheets, web-based software, and basic word processing.
- A valid Indiana driver’s license and a safe driving record are required.
- The role requires the ability to manage a broad range of duties involving complex problems. The Senior Community Development Manager must often create new guidelines and approaches to address unique and novel challenges.
- The position significantly impacts departmental performance, as decisions and recommendations are based on interpreting regulations, setting objectives, and advancing programs and operations. Work assignments are typically planned, with unusual challenges addressed according to departmental policies. Performance is reviewed for adherence to departmental standards and overall contribution to the City's development vision.
- Regular contact is made with subordinate staff, other City employees and officials, boards and commissions, service agencies, non-profit organizations, private sector leaders, and the public. The purpose of these interactions is to provide direction, ensure proper implementation of programs, and resolve development issues.
- The role requires maintaining a positive, professional appearance, demeanor, and attitude. It is essential to work harmoniously and cooperatively with others, demonstrate sensitivity to professional ethics, and respect cultural diversities and disabilities.
- Regular and punctual attendance is required, along with the ability to occasionally work extended hours, including evenings and weekends. Travel out of town for meetings and conferences, occasionally overnight, is expected.
- The ability to work both independently and collaboratively in a team environment with minimal supervision is essential. The position requires multitasking, effective time management, and the ability to complete assignments amidst frequent interruptions and distractions.
This position reports directly to the Director of Economic Development.
Salary : $68,027 - $78,320
