Position Summary :

The Senior Budget Analyst utilizes our financial accounting system, Naviline, along with the Microsoft Office suite (excel), and the new budget software ClearGov to conduct monthly / yearly analysis of City revenues and expenditures and make recommendations based on such an analysis while also monitoring and providing financial guidance to City departments. This position reports directly to the Assistant Finance Director-Budget and plays an essential role in financial planning and decision-making processes. This position is a key member of the Finance Department involved in and responsible for developing and supporting the preparation, implementation, and monitoring of the City’s annual budget process. This position requires a high level of responsibility in positive collaboration, ability to articulate information professionally, while ensuring compliance with local, state, and federal regulations. The Senior Budget Analyst works closely with the department heads, City leadership, and other stakeholders to ensure the City’s financial resources are allocated effectively to meet operational goals.

Essential Duties and Responsibilities :
Budget Development and Preparation : Assist in the preparation, development, and administration of the annual operating and capital improvement budgets, ensuring all departments’ financial requirements are met within fiscal constraints. Prepare for, attend and participate in frequent budget meetings, workshops, and budget hearings. Update annual fee schedule and Capital Improvement program document.Financial Analysis : Conduct detailed financial analysis of revenue, expenditure, and other financial activities, providing actionable insights to the Assistant Finance Director and senior management. Prepares salary schedule, track changes and updates using excel and software. Prepares estimates of the proposed salary for the next fiscal year for inclusion in the annual budget. Analyze budget to actual report and approve budget transfer requests.Policy & Procedure Guidance : Advise departments on budgeting policies, procedures, and best practices to ensure financial resources are managed according to City policy and applicable laws. Prepares TRIM compliance documents.Compliance & Reporting : Ensure that the budget complies with applicable laws and regulations and assist in the preparation ad valorem and non-ad valorem compliance and reporting.Cross Department Collaboration : Work closely with departmental directors, staff and managers to analyze and refine budget requests, identify cost-saving opportunities, and optimize resource allocation. Coordinate with Humar Resources and departments in Personnel Action Request form process (PAR process) ensuring budget requirements are met for staffing changes, promotion, and hiring. Coordinates with the Budget staff and their assigned departments in the preparation and development of the City’s operating budget.Systems Improvement : Identify and recommend improvements to budgeting processes, tools, and systems to enhance efficiency and accuracy. Support new Software and Erp implementation.Training : Provide training and guidance to departmental staff on budgeting processes and financial management tools.Additional Duties :
Perform special projects and other duties as assigned.Knowledge, Skills, and Abilities :
Requires the ability to exercise independent judgement in the application of knowledge of sound budget practices.The position requires discrete handling of confidential and / or sensitive information and diplomatic skill in explaining budget procedures and obtaining budget data from City personnel.Strong knowledge of governmental accounting principles, budgeting practices, and financial reporting standards, especially within a municipal environment.Ability to interpret complex financial data and communicate findings effectively to non-financial stakeholders.Strong proficiency with financial software applications (e.g., Naviline Technologies, Microsoft Excel, ERP systems).Ability to manage multiple priorities, meet deadlines, and work under pressure in a fast-paced environment.Excellent written and oral communication skills, with the ability to present complex financial information to senior management and elected officials.Strong problem-solving skills and attention to detail.Knowledge of federal, state, and local regulations affecting municipal budgeting.Demonstrated experience handling sensitive and confidential information appropriately.Education and Experience
Bachelor's degree from an accredited four-year college or university. (Proof of education must be uploaded with application.Four years of progressively responsible experience in governmental budgeting or management analysis involving a computer-based data and management information system; and use of excel.Position requires demonstrated ability to succinctly and clearly communicate in writing.Preferred Experience :
