GENERAL DESCRIPTION OF CLASS
This is advanced technical work in inspecting civil engineering-related construction projects. Work involves the independent performance of various construction inspections to ensure that the construction conforms to approved plans, specifications, and departmental requirements. Work may be performed independently or involve subordinate staff's supervision in performing assigned tasks. Work is performed with general supervision by a supervisor who assists with major problems and reviews work for results obtained.

ESSENTIAL FUNCTIONS
- Reviews and inspects site construction for public and private sector land development projects such as roadways, drainage, stormwater management systems, and utility installations.
- Serves as a construction inspector on projects initiated by both the public and private sectors.
- Reviews construction activities to ensure adherence to approved plans, specifications, City codes, regulations, and other design and construction practice standards.
- Conducts visual on-site inspections during all stages of construction, including construction materials.
- Reads and interprets construction plans and specifications; reviews and prepares inspection reports; examines test reports of construction materials; and procedures compliance of construction and procedures; verifies compliance of construction activities and certifies project completion to the supervising engineer.
- Performs in-office permit reviews.
- Assists with processing right-of-way use permits.
- May be required to participate and/or facilitate training to support departmental or City initiatives and requirements.
- May be required to work overtime or alternate hours as necessary for the efficient operation of the department. Position is designated Mission Critical.
- Performs related work as required.
QUALIFICATIONS (EDUCATION, TRAINING AND EXPERIENCE)
- High School diploma from an accredited school or a GED.
- Three years of experience in the inspection of public works construction projects, including project supervision, site inspection, construction process inspection, or final project inspection.
SPECIAL REQUIREMENTS:
- Must possess and maintain a valid driver's license.
- Must maintain a valid phone number.
- Must possess or acquire within twenty-four (24) months of employment Construction Training Qualification Program (CTQP) certifications: Asphalt Paving Level I and Earthwork Level I.
KNOWLEDGE, SKILLS, ABILITIES
- Considerable knowledge of the methods, materials, and techniques for constructing roads, drainage and stormwater management systems, utilities, and other site development construction.
- Considerable knowledge of City of Lakeland Engineering Design Standards, specifications, and special requirements or the ability to gain such knowledge in a reasonable period.
- Knowledge of mathematics as it pertains to standard construction-related calculations and measurements.
- Ability to read and interpret detailed construction plans and specifications to ensure compliance with approved plans and specifications.
- Ability to detect and locate defective materials and workmanship during the progress of a construction project and evaluate the course of action proposed to remedy the defect to bring the construction into compliance with the plans and specifications.
- Ability to perceive physical and special relationships.
- Ability to perform manual tasks involving physical strength and continuous outdoor activity.
- Ability to communicate effectively, both orally and in writing. Ability to establish and maintain effective working relationships with associates and employees of private organizations and the general public.
- Requires work that involves walking, standing, driving, exerting up to 10 pounds of force regularly, up to 40 pounds occasionally, operation of City general purpose vehicles (automobile or pickup truck); some job duties may be performed in an office environment while other duties require fieldwork at various outdoor job sites.
- When performing field work, the job risks routine exposure to significant environmental hazards, including extreme noise levels, dust, pollen, traffic, moving machinery, bright/dim lights, extreme cold/heat, wet/humid conditions, fumes, and noxious odors.
- The job requires normal visual acuity, field of vision, hearing, speaking, color perception, sense of smell, depth perception, and texture perception.
