The Utilities Maintenance Supervisor plays a crucial role in keeping the City of Lakeville’s essential services running smoothly. You'll be responsible for overseeing the maintenance and operation of essential services like water and sewer systems. This multifaceted role encompasses strategic planning and implementation of long-term maintenance programs, ensuring the efficient allocation of resources through budget management and procurement, and providing leadership and mentorship to a dedicated team. You'll leverage your technical expertise to troubleshoot complex issues, implement innovative solutions, and ensure compliance with all relevant regulations.  


In this role, you can expect to:

  • Lead and manage a team of maintenance personnel, providing guidance, training, and performance evaluations to ensure a high-performing and motivated workforce.
  • Develop and implement comprehensive maintenance programs for the City's water and sewer systems, including planning, scheduling, and executing repairs, upgrades, and inspections.
  • Oversee the procurement and maintenance of equipment and materials, ensuring cost-effectiveness and compliance with all relevant regulations.
  • Respond effectively to emergencies such as water main breaks, sewer overflows, and other critical incidents, ensuring timely and efficient resolution.
  • Collaborate with other city departments, contractors, and regulatory agencies to ensure the smooth and efficient operation of all utility systems.

 

A successful candidate will thrive in a collaborative environment, reporting directly to the Utilities Superintendent. They will demonstrate strong communication and interpersonal skills through daily interactions with the Superintendent and Utilities staff. They will excel in public relations by effectively receiving, documenting, and resolving citizen complaints. This role requires a strong ability to collaborate effectively with personnel from various departments within the City, as well as external entities such as regulatory agencies, engineering firms, and contractors.


2025 salary range is $91,984.24 - $119,022.80  


 Administration: 
  1. Contribute to the development of long and short range programs for utility maintenance and overall division operations.
  2. Participate in the preparation of the annual budget for utility maintenance; identify and assess vendor products and/or services and make recommendations for replacement of equipment to the Utilities Superintendent.
  3. Assist in the purchase and procurement of contractual services and maintenance equipment, using outsourcing of services when deemed to be in the best interest of the City. Lead or assist with development of proposals, bid documents and job specifications for procurement of goods, services and equipment.
  4. Plan, schedule, assign and resolve problems on a daily basis for the overall work schedule to make the best possible use of manpower, materials and equipment to carry out established priorities in utility maintenance by the Utilities Superintendent.
  5. Maintain an accurate record of activities undertaken, work accomplished, personnel, equipment and material used and problems encountered. Ensure all utility assets and records are up to date in the asset management software.
  6. Respond to all department-related emergencies as required in a manner that results in prompt, efficient and effective actions. 
  7. Respond to all needs for service after normal workday as required and scheduled.
  8. Maintain records for inventory control and responsible for requisitioning purchases of necessary goods, services and equipment.   
  9. Monitor programs including care of water distribution and sanitary sewer collection systems, water meter reading and repair, hydrant maintenance, watermain repairs, water testing, well maintenance, sewer cleaning, televising and repairs, inflow and infiltration monitoring, and lift station maintenance to plan, develop, and schedule daily, weekly, and monthly maintenance activities.
  10. Assist in the final inspection of new water and sewer projects; inspect and approve water and sewer main taps.
  11. Work closely with plant operator.  Monitor all data related to historical maintenance records, future maintenance programs, and event-planning, involving utility department associated responsibilities.
  12. Monitor SCADA system remotely as assigned after the normal workday.
  13. Monitor Water Treatment Facility daily operations.
  14. Perform such other duties as are consistent with the tasks of the position and as may be assigned. 

Supervision: 
  1. Provide supervision, technical assistance, and training to utility maintenance personnel. 
  2. Participate in the recruitment of employees and participate in the employee evaluation process. 
  3. Assist in making recommendations for the recruitment and hiring of all full-time and seasonal maintenance personnel. 
  4. Train employees in accepted maintenance practices, safety standards, and policies; reviews completed job assignments; and evaluates employee performance. 
  5. Establish and maintain a working climate in which assigned employees are effectively motivated to work up to their full potential.

Relationships and Contacts:

The Utilities Supervisor:

  • Is under the immediate general and technical supervision of the Utilities Superintendent.
  • Confers daily with the Utilities Superintendent and Utilities Lead on work in progress, review current tasks and assignments, and submit material requisitions for approval.
  • Provides positive public relations by receiving, documenting and resolving citizen complaints.
  • Communicates and works effectively with personnel from all City departments, regulatory agencies, engineering firms and contractors.


  • A.A. Degree or higher in public works or related field, or equivalent combination of education and experience. 
  • Class B Water Operator license, or ability to attain within one year.   
  • Class S-B Collection System Operator license, or ability to attain within one year.
  • Possession of a valid Class "B” Minnesota driver’s license.
  • Minimum of four years practical experience and knowledge in water and sanitary sewer systems operations and equipment maintenance field.
  • Knowledge and experience to operate a Class A Iron/Manganese Water Treatment Plant.

 

DESIRED QUALIFICATIONS:

  • Demonstrated ability to supervise, direct, motivate and train employees.
  • Knowledgeable in asset management and work order software programs, such as OpenGov Cartegraph.
  • Class A Water Operator license.
  • Class S-A Collection System Operator license.
