HIRING RANGE: $95,191.20 - $105,768.00 annually
Under limited general supervision, this position will follow the City’s Real Estate Transaction Manual (RETM) for all real property negotiations and transactions; manage the full process of acquiring real property interests in compliance with Federal, State and City real estate laws; perform research, technical reviews, and property management to protect the City’s interests in real estate matters; maintain accurate property management records using the City’s archiving systems and provide updates to mapping services; and serve as a resource to City staff and the public on City property ownership and acquisitions.
ESSENTIAL FUNCTIONS

- Acquire real property interests for City capital improvement projects, including fee simple parcels, easements, and license agreements, following RETM guidelines.
- Perform effectively as a professional team member to provide high quality customer service. Establish and maintain positive working relationships with fellow team members, City staff, and external groups.
- Provide training and leadership to City staff involved in acquiring property interests.
- Manage the acquisition of large numbers of property interests for multiple City capital projects.
- Prepare and review legal documents, appraisals, title work, legal descriptions, conveyance instruments for real property interests and ordinances for various city processes, including property acquisitions, annexation, rezoning, vacation or other planning and building permit activities.
- Coordinate appraisals, negotiate with property owners, and oversee real estate closings.
- Maintain accurate records of property transactions and ensure compliance with applicable regulations.
- Collaborate with City staff, consultants, and legal counsel to resolve complex real estate issues.
- Prepare (and may be asked to present) real property-related resolutions and ordinances for the City Council. Represents the City in various capacities, such as: making presentations at public meetings; testifying in District Court; and meeting with other agencies and districts.
- Maintain Property Management records and mapping resources for all City property interests.
- Review and research survey submittals for accuracy including legal descriptions, deeds, easements as they relate to the projects, including the engineering and right-of-way plans.

EDUCATION AND EXPERIENCE
A combination of job-related education and experience demonstrating the equivalent knowledge, skills, and abilities required to effectively perform the functions of this position may be considered, as determined by management.
- Education: Four-year degree from an accredited college or university with emphasis in Real Estate, Computer Science, Geography, Civil Engineering, Geographic Information Systems (GIS), Surveying or related fields.
- Experience: Four years’ experience in property management/acquisition, right-of-way, surveying, engineering, GIS, mapping/technician or a related field required.
LICENSES/CERTIFICATIONS/REGISTRATION:
- Certification of SR/WA from the International Right-of-way Association required within one year after hire
- Real Estate License
OTHER KNOWLEDGE, SKILLS AND ABILITIES:
- Ability to transport oneself to various locations throughout the City.
- Organize, self-motivate, prioritize, collaborate on multiple projects and complete many tasks and successfully.
- Must have ability to use multiple software applications, including MS Office 365 products, PDF viewing/editing products, mapping and asset management applications.
- Must have excellent oral and written communication skills for collaboration, negotiation, and expressing expert opinions on complex and detailed matters. Must be able to recognize and adjust content for communication based on the technical level of the audience. Must be able to achieve successful interactions with angry, frustrated, or upset individuals both over the phone and in person.
- File management skills to maintain documents related to acquisitions in an organized and accessible manner.
- Knowledge of basic principles, practices, techniques, and current technology in the areas of real estate transactions, land surveying, civil engineering, and land development. Knowledge of City, County, State and Federal practices, procedures, regulations and laws pertaining to real property rights, property transfers, annexations, and land development.
- Ability to read, prepare, interpret and revise surveys, engineering plans, legal descriptions, appraisal reports, title work, understand Assessor and Treasurer records, and other documents related to real property purchases and capital improvement projects.
- Ability to appear in court and give effective testimony in support of the City’s positions about real property matters and acquisitions.
- Ability to perform basic mathematics along with trigonometry and geometry on a daily basis.
- Ability to understand and perform surveying calculations and program mathematical equations using software provided.
Working Conditions and Physical Requirements
Must successfully complete and maintain required state or departmental physical standards and certifications.
LIGHT WORK: Exerting up to 30 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for sedentary work and the worker sits most of the time, the job is rated for Light Work.
