Under the supervision of a Finance Supervisor and as assigned, perform payroll functions, including payroll preparation, labor contract analysis, system analysis, report reconciliation and auditing, to ensure the accuracy and completeness of all payroll-related transactions; prepare and maintain accounting records related to fixed assets, accounts payable, and accounts receivable; analyze, audit, and reconcile reports and records to ensure accuracy and completeness; direct activities of the Finance Technicians including providing training as needed and leading day-to-day operations; and train human resources, permitting, and reception staff on the Eden system and the day-to-day processes/interactions with Finance.
Payroll Accounting: Prepare, maintain, and process payroll; prepare and reconcile internal, state, and federal monthly and quarterly payroll reports. Prepare, balance, reconcile, and issue W-2s. Analyze labor contracts to determine potential impact to the payroll system. Train human resources and finance staff on Eden Human Resources and Payroll modules and overall system, and to implement new payroll laws, policies and procedures, and reporting requirements.
Accounts Payable and Accounts Receivable and Fixed Assets Accounting: Process a variety of specialized accounts as assigned. Prepare, balance, reconcile, and issue 1099s. Calculate, prepare, and reconcile a variety of reports such as State Combined Excise Tax Return and State Leasehold Excise Tax Return. Post, assemble, tabulate, compare, and verify financial and statistical data related to assigned accounts; prepare checks, invoices, requisitions, and similar documents; process financial transaction documents. Match packing slips with invoices and purchase requisitions; research and reconcile vendor accounts; obtain appropriate authorized signatures; post and run accounts payable reports; prepare claim vouchers for approval by City Council. Bill and process accounts receivable on a monthly basis. Assist in set up and maintenance of BARS accounting system. Train permitting and reception staff on the Eden system, Tyler Cashiering, and applicable finance policies and procedures as directed; and provide guidance and support to clear on-account balances and perform adjustments within the Eden permitting system as needed. Train Finance Technicians on accounts payable, accounts receivable, and cash uploads and deposits. Provide work coordination, ongoing guidance and problem-solving support and assistance to Finance Technicians as directed.
General Accounting: Perform financial analyses related to assigned functions. Monitor and reconcile assigned account balances; prepare necessary documentation to adjust expenditures. Recommend and design changes to assigned financial systems as needed. Verify cash; upload core-cashiering file to Eden General Ledger. Prepare, maintain, and review a variety of statistical records or accounting tables and assist in year-end budget projections. Assist in the preparation of data for the Comprehensive Annual Financial Report, Annual Budget Report, and the annual audit. File and index all related registers, journals, and department-required reports. Provide information to departments, vendors, and various agencies. Operate a variety of office machines including computer, calculator, and typewriter. Perform special accounting projects as assigned, such as surveys and tax studies. Develop and monitor policies and procedures for all related functions. Prepare and issue correspondence and reports to various vendors, including State and Federal Governments. Perform other duties as assigned.
Any combination equivalent to an associate’s degree with an emphasis in accounting and five years of work experience in payroll, with responsibility for all functions or five years increasingly responsible work experience involving the preparation and maintenance of complex financial records. Experience with BARS, Eden Systems, labor contract analysis, governmental accounting, and training, providing technical guidance, and leading day-to-day operations of accounting staff preferred.
