The City of Lancaster is looking for a Management position for the Water Pollution Control Department. Responsible for the supervision of technical operations and maintenance of the department as required by the Ohio Administrative Code, Ohio Revised Code as well as stated in the City’s National Pollutant Discharge Elimination System Permit.
ESSENTIAL FUNCTIONS

This position is a division head, responsible for managing/leading human resources, equipment, as well as the budget associated with the Water Pollution Control Department.
Hire/select, train, motivate and evaluate personnel, provide or coordinate staff training; work with employees to correct deficiencies; mentor, coach and implement discipline and/or termination procedures when necessary.
Effectively deals with the citizens and businesses providing quality services. Respond to and resolve difficult and sensitive citizen inquiries. Handles emergency service calls, responds to requests and complaints from the public; interacts with the public regularly.
Recommend and assist in the implementation of department goals and objectives; establishes schedules and methods for providing maintenance services; implements policies and procedures and adheres to all applicable laws.
Prepare and administer the divisional budget, submit budget recommendations, and monitors expenditures.
Creates and maintains a safe work environment.
Provides professional expertise in the area of wastewater management, including (not limited to) the administration and supervision of programs, activities and functions relating to the construction, operation, and maintenance of all treatment plants and collection systems. This involves the efficient operation and maintenance of the treatment plants and proper monitoring and reporting of the operation.

Independently or in conjunction with the City Engineer and consultants, analyze the existing treatment facilities, collection system and pump station needs and formulates plans of action to address those needs.
Supervises the Assistant Superintendent, Chemist, Chief Operator, Plant Operators, Lab Technicians, Maintenance Mechanics and Administrative Assistant engaged in the installation, maintenance and to achieve goals within budgeted funds and available personnel; reviews progress and makes changes in priorities and schedules as needed.
MINIMUM QUALIFICATIONS
Bachelor’s degree in water management, environmental, civil or chemical engineering or related field required-or a combination of education and experience to meet performance requirements.
Six years of progressively responsible experience in the operation and maintenance of wastewater treatment plants, including a minimum of four years of supervisory experience.
Experience in project management, design assistance, and construction supervision of wastewater treatment plants, collection systems, and pump stations.
Basic computer skills and knowledge of basic software packages, such as Microsoft Word, Excel and Power Point.
Must have the ability to communicate effectively on all levels, both orally and in writing.
Must have the willingness to work and respond to emergencies and to “call-out” work outside of normal business hours.
Must possess a Class IV Wastewater Works Certificate issued by the Ohio Environmental Protection Agency.
Must possess a valid State of Ohio Drivers License.
Must be able to successfully complete a pre-employment physical examination, drug testing, criminal background investigation and driving record check.
