Under general supervision, the HR Business Partner performs complex administrative and technical functions relating to records management, HRIS, benefits, hiring and general office operations.
DUTIES & RESPONSIBILITIES:
- Continuously monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; assess and monitor workload, administrative and support systems, and internal reporting relationships; identify opportunities for improvements; direct the implementation of improvements.
- Act as an internal consultant to City departments/offices on human resource issues including recruitment, staffing, disciplinary and coaching issues.
- Collaborates with HR staff and organizational leadership to determine the short- and long-term information department and system objectives; develops a plan to modify HRIS applications, modules, and systems to meet those objectives.
- Assesses current system and utilization; identifies and recommends improvements such as training, customization, and enhancements to maximize value and efficiency of the HRIS.
- Prepares reports and presents findings and recommendations to the HR director and other company leaders.
- Identifies, recommends, and programs custom functions and documentation such as automated queries, filters, macros, and reports.
- Prepares training materials, guides, and documentation.
- Provides user training and hands-on support.
- Ensures system compliance with data security and privacy requirements.
- Provide training and guidance to managers and employees on HR related topics.
- Partner with City department/offices to design, develop and implement human resource systems changes such as organizational restructuring, updating procedures and providing policy guidance.
- Design and administer human resources policies and procedures.
- Provide employee relations guidance and support to managers utilizing City’s programs for coaching, performance improvement, and problem resolution.
- Along with Director, assist with City Risk Management claims, questions and training. Including managing Workers Compensation, FMLA and ADA situations.
QUALIFICATIONS (A combination of the following experience and training would be qualifying):
- A minimum of five years of progressively responsible human resource experience.
- Prior municipal experience is preferred.
- Possession of an appropriate, valid driver license.
- Professional in Human Resources (PHR) or Certified Professional (CP) certification is preferred.
