Job Description
Under the direction of the Planning Director, ensures all development and construction is completed according to plans, specifications, and international codes. Provides direction and supervision to the Administration / Operations, Building Inspections, Code Enforcement, Residential / Commerical Plan Review, Public Right-of-Way, Zoning Enforcement, and Geographic Information System, sub-divisions of the Building Development Division. Assists the Director with all departmental functions. Performs executive level responsibilities in the administration and operations of the Building Development Services.

ESSENTIAL DUTIES & RESPONSIBILITIES
The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by employees in this job. Employees may be requested to perform job-related tasks other than those specifically presented in this description.
- Provides direction, coordination, and monitoring of the operations for Building Administration Division, Building Inspections, Zoning Enforcement, Right-of-Way, Building Development Review, and Geographic Information Systems (GIS) sub-divisions.
- Assists staff in the review of all construction plans for residential, commercial buildings, and subdivisions, including street design, water and wastewater systems, and drainage and elevations when conflicts exist and makes final decisions.
- Works with all City departments and other governmental agencies to achieve successful coordination and permits for all engineering and construction projects.
- Meets with engineers and contractor entities to ensure preliminary designs meet all building codes, engineering principles, city ordinances, state and federal laws.
- Writes ordinances that pertain to Building, Zoning, Right-of-Way, Geographic Information System, One Stop Shop, and Land Development Code.
- Makes presentations to the general public, city administration, and Mayor & City Council.
- Must attend City Council meetings on behalf of the Planning & Zoning Director when absent.
- Assists the Director with hiring within division; provides and ensures all 49 staff members receive proper training on Naviline permitting system, AVOLVE Plan Review system, AS400 accounting system, and maintain current ICC Licenses.
- Prepares Building Development Services division budget and CIP for all six (6) sub-divisions, prepare and monitor accurate reports and documents (permits).
- Will be required to drive a City vehicle for City business use.
- Performs other duties as assigned.
