Manages the Customer Service Division of Utilities that is mainly responsible for connecting, disconnecting, and transferring services to include monitoring that customer service representatives are providing correct information regarding status of bills, payment plan arrangements, high bills, and other customer related requests/issues and to follow department and City policies and ordinances and providing excellent customer service.
ESSENTIAL DUTIES & RESPONSIBILITIES
The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by employees in this job. Employees may be requested to perform job-related tasks other than those specifically presented in this description.
- Manage the daily functions of customer service and supervises, directs, and evaluates staff. Functions include to prioritize assignments and directs work; develops and oversees employee work schedules; provides and/or facilitates employee training and development.
- Ensures that all customers are assisted with correct information regarding status of bill, payment arrangements, high bills, and customer complaints.
- Reviews, monitors, and prepares employee job performance evaluations, attendance, records timecards; conducts and assists the Tax Director in conducting performance evaluations; makes recommendations on hiring, firing, promotions, and disciplinary actions.
- Plans and implements methods for customer service representatives to provide assistance to customers regarding subdivision plats, fee structures for line extensions provided by the Utilities Engineering Division, water and sewer taps, fire hydrants, T-connections, fire protection services and irrigation meters, along with the policies and procedures as established by City ordinances.
- Ensures that the Customer Service Supervisor balances customer service representatives and prepares deposits daily to make sure all collections are deposited appropriately and change funds are stored in the safe at the end of the day.
- Reviews customer account exception reports in order to identify errors and performs and takes corrective actions to implement quality control.
- Processes and verifies bank draft procedure in accordance to billing cycles and ensures the information is submitted to the bank timely.
- Prepares monthly reports regarding call center and walk-in services.
- Replies to Open Records Requests (ORR) and subpoenas and summons requests.
- Sets up new employee documentation as required by City policies and procedures.
- Ensures leak adjustments and unexplained consumption adjustments are processed following office and ordinance policy.
- Ensures 311 requests, deferred payment plans, and payroll are processed timely.
- Assists in maintaining good communication between staff, visitors, other business contacts, and customers.
- Must follow all rules of telephone courtesy in all telephone communications.
- Must display professionalism and respect to all staff at all times.
- Performs other duties as assigned by the Tax Director.

Required Licenses or Certifications
Valid Texas Driver License. If applicant holds an out-of-state license, a State of Texas Driver License must be obtained within 6 months of employment.
As part of the minimum requirements for all positions with the City of Laredo, a thorough background check and certified school transcripts will be required from all applicants who are offered employment.
