SALARY: Negotiable depending on qualifications and experience.

Oversees the operations, maintenance, safety, and improvement of all bridges within the City's bridge system. This role ensures the infrastructure is safe, compliant with regulations, and adequately serves the transportation needs of the community. The director develops strategic plans, manages budgets, coordinates with engineering teams, and engages with stakeholders to maintain and enhance the bridge system.

ESSENTIAL DUTIES & RESPONSIBILITIES

The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by employees in this job. Employees may be requested to perform job-related tasks other than those specifically presented in this description.


  • Plans schedules and assigns the work of subordinates employees engaged in maintenance and toll collection of bridges; checks and approves work; instructs and trains in methods and procedures; carries out performance evaluations.
  •  Develops departmental budget and submits it for inclusion in the city budget, monitors expenditures; orders supplies and equipment.
  •  Examines bridge material and order new equipment or oversees the completion of timely and effective repairs.
  •  Acts as a liaison with the federal government of both the United States and Mexico to coordinate use of bridges.
  • Maximizes use of bridge by assuring proper flow of traffic over bridge.
  •  Makes any and all decisions needed to insure that all bridge operations run in accordance to established rules, regulations and ordinances.
  • Reports to the City Manager or City Manager's designee to keep him/her informed of critical situations.
  • Ensures that cashiers and supervisors balance every day by reviewing work product upon completion or in progress to ensure accuracy of content and completion of work assignments, using own discretion.
  •   Provides assistance to both internal (cashiering) staff as well as external(bank) staff to locate any differences in daily balances.
  • Ensures that all differences are properly initialed and, if required reports to the manager or auditor immediately.
  • Reconciles cash and transactions each day within the "cashier differences standard" and reports results through submission of cashier daily balance sheet.
  • Maintains communications between City management and other essential city departments by compiling, preparing and verifying data for the preparation of daily, weekly, and month-end reports regarding operations and productivity.
  • Prepares periodic financial and administrative reports.
  • Compiles various monthly, quarterly, and annual fiscal reports, writes memos and attends periodic management and administrative meetings.
  • Primarily responsible for department payroll and ensures it is accurate and complete for over 190 employees.
  • Is an integral part of and has primary responsibility for assisting in the preparation of all bridge financial reports.
  • Also, responsible for monitoring all revenues and expenses for the Bridge System Department.
  • Ensures that all computer system is properly maintained and functional to insure good accountability.
  • Conducts regular meetings with assigned staff to ensure policies and procedures are being followed correctly.
  • Counsels, disciplines and evaluates Bridge staff when dealing with personnel or money matters.
  • Also, analyzes cashier performance via cashier reports.
  • Formulates recommendations in personnel and operational policies to management.
  • Conducts regular unannounced audits of all vault, cashier and collector cash, maintaining a written signed record of each audit, reporting any exception to City management.
  • Maintains constant vigilance on accountability of monies through teller productivity reports.
  • Conduct audits, review of work for accuracy, monitors revenue reports of new toll system for all four bridges and develops internal controls, policies and procedures for new WIM/AVI toll system at all four bridges.
  • Represents the City's bridge system/Port Laredo at local, state, federal, and international meetings.
  • Will be requires to travel in the continental United States and abroad.
  • Will be required to drive a vehicle as an essential functions for day-to-day duties and will be required to drive a City vehicle for City business use.
  • Performs other related duties as assigned.

  • Ability to maintain good health and physical condition sufficient to permit the full performance of the duties of this position.

Required Education and Experience

  • Bachelor's degree from an accredited college or university in Finance, Accounting, Business Administration, Management or a related field.  Master's degree preferred.
  • At least seven (7) years of progressive experience in municipal administration, bridge system management, infrastructure management, or transportation systems with at least five (5) years in a leadership role which included project management, large-scale projects and supervisory responsibilities.

Required Licenses or Certifications

  • Valid Texas Driver License. If applicant holds an out-of-state license, a State of Texas Driver License must be obtained within 6 months of employment.

As part of the minimum requirements for all positions with the City of Laredo, a thorough background check and certified school transcripts will be required from all applicants who are offered employment.
 
Effective February 24, 1997, all selected applicants are required to undergo a drug and alcohol test prior to employment.
 
Effective January 7, 2008, all persons in safety-sensitive functions/positions, as per City of Laredo Drug and Alcohol Policy definition, shall be subject to random drug and alcohol testing.
