Work Situation Factors:
Position involves competing demands, performing multiple tasks, working to deadlines, occasional work beyond normal business hours, and responding to customer issues. Regular attendance is an essential function of this job to ensure continuity of services. Position is subject to drug testing in accordance with applicable State and Federal regulations and City of Las Cruces policies.
Physical Factors:
Position involves light to moderate physical activity; squatting, kneeling, crouching, climbing, trenches and other obstacles; safety equipment may include hard hat, steel toe boots, ear plugs, eye protection and traffic safety vest.
Environmental Factors:
Work is typically performed in an office environment, on-site visits at construction sites with exposure to all weather conditions, traffic hazards, noise, dust, and construction equipment.

Full-time, regular, exempt position
This position is graded RX15.
Assist and supports with coordinating housing development and other eligible programs funded by the U.S. Department of Housing and Urban Development (HUD); enters data into the HUD Environmental Review Online System, issues public notices as necessary, and submits for release of funds as required per regulations.
Works and engages with the non-profit organizations that the city contracts with for Community Development Block Grants and or Health Related Public Service contracts; provides services to homeless, near homeless, low income, and who may have housing insecurity.
Reviews operations of outside agencies and service providers to ensure that appropriate services are provided to eligible participants, coordinates application review, eligibility evaluations, payment processes, agreement development, and reporting.
Assists with oversight of grant-funded services and programs to and for outside agencies, service providers and other internal City functions; completes budgets and monitors activities of grant funded programs to ensure that technical requirements of the participating entities are met; monitors programs to ensure compliance with Federal regulations, contracts, and agreements.
Provides technical assistance and training to program participants and service providers; tracks client participation and other statistics as required for internal and external reporting; reviews client records to monitor that programs meet HUD and City standards; maintains records of activities, and submits monthly, quarterly, and annual reports as required.
Attends public hearings and advisory committee meeting to assist with activity selection and program issues; keeps informed of community, social, and economic resources available to low- & moderate-income families.
Assists other Neighborhood Services staff as required with special projects, program issues, data management, and reports; monitors databases, mortgage note documents, purchase orders, and general project development.
Licenses/Certification(s)
Valid driver’s license may be required or preferred. If applicable, position requires an acceptable driving record in accordance with City of Las Cruces policies.
Knowledge of: principles, practices, techniques, activities, rules, and regulations related to the operations and functions of the position and services provided; Code of Federal Regulation (CFR) pertaining to CDBG, HOME, other HUD programs, City standards, and policies and procedures; community service agencies and other local assistance programs; grant-funded project management systems and documentation; current principles of record keeping and records management; principles and practices of effective research methods and data analysis, customer service, and problem resolution techniques; occupational and environmental safety and health hazards, and safety practices; safe and effective use and maintenance of related tools, materials, and equipment; current methods and standards for preparing effective business correspondence; correct English usage, grammar, composition, spelling, punctuation and vocabulary; business and personal computers and related software applications; City organization, operations, policies, and procedures to effectively perform the required functions and duties of the position.
