The city of Las Vegas invites applications for Heavy Mechanic. This position diagnoses and performs major and minor repairs on all systems of diesel and gasoline engines; performs diagnostic activities for electronic fuel systems and electronic computer-controlled systems; maintains and repairs a variety of heavy equipment including diesel, gasoline, and alternative fuel engines. This job primarily works on vehicles with a GVWR exceeding 26,000 lbs.

The purpose of this recruitment is to establish an eligible list for current and/ or future openings which may include part-time or full-time positions.

Distinguishing Characteristics

This is the full journey level class within the Heavy Mechanic series.  Employees within this class performs the full range of duties as assigned; receives only occasional instruction or assistance as new or unusual situations arise; and are fully aware of the operating procedures and policies of the work unit.  

Supervision Received and Exercised

Receives general supervision from Fleet Services Supervisor, or higher level staff.

Examination Process:

A civil service examination will be conducted in accordance with the Civil Service Rules of the city of Las Vegas. The supplemental questions are the examination. Falsification of information may result in disqualification from recruitment or removal from a city position. Additional information will not be accepted after the closing date. The supplemental questions are weighted 100% for placement on an eligible list and must be worked on individually by the applicant only. The supplemental questions of all qualified applicants will be reviewed for placement on an eligible list.  The eligible list will remain in effect for a period of 6 months from the date of certification and may be extended for a period of up to 2 years.  

Eligible List:

You must score 70% or higher on the written examination to be placed on the eligible list.

Selection Process: 

Final candidate selection will include list placement and may include a hiring interview (if applicable). Any individual offered employment will be required to pass a pre-employment drug test, complete background check, and may be required to demonstrate the ability to perform the physical requirements of the job.
Some positions may require preliminary background checks. 


Essential Functions:

  1. Inspects, diagnoses and repairs mechanical, electrical, air conditioning and hydraulic defects and problems on a wide variety of gas and diesel-powered equipment such as street sweepers, vactor trucks, dump trucks, articulated heavy construction equipment, and other motorized equipment.
  2. Performs diagnostic activities and repairs electronic, fuel and computer-controlled systems in gasoline and diesel engines. 
  3. Performs accurate measurements and tolerances.
  4. Replaces component parts on vehicles and equipment; rebuilds and overhauls engines.
  5. Analyzes diesel and gasoline equipment and engine failures, determines problems and causes; recommends solutions.
  6. Maintains, diagnoses and repairs alternative fuel vehicles.
  7. Performs preventive maintenance on vehicles and equipment, including lubricating and replacing worn parts, changing, rotating and repairing tires, tune-ups, adjusting brakes, fueling, greasing, checking fluid levels and conducting safety inspections.
  8. Provides emergency roadside assistance; inspects vehicles in accidents, at the accident site, for drivability; performs minor repairs in the field or tows the vehicle as needed.
  9. Repairs vehicles and fabricate parts by arc, gas, and mig welding.
  10. Reads and interprets wiring/schematics diagrams, flowcharts, and manufacturers’ technical service bulletins.
  11. Test drives vehicles to observe problems and assess effectiveness of repairs.
  12. Prepares clear and concise reports of activities. 
  13. Maintains a variety of automated and manual logs, records and files, including electronic work orders.    

Marginal Functions:

  1. Assists in the general maintenance and cleaning of automotive shop area. 
  2. Stays abreast of innovations and new technology.
  3. Responds to inquiries and requests for service in a courteous manner; provides information within the area of assignment; resolves complaints in an efficient and timely manner.  
  4. Operates and secures assigned vehicle and other assigned equipment; determines whether vehicle is in good working order; maintains vehicle in clean and fueled condition.
  5. Estimates time, materials, and equipment required for jobs assigned; requisitions materials as required.
  6. Inspects and cleans assigned fuel islands on a rotation basis.
  7. Performs related duties and responsibilities as required.

Experience:

Three years of increasingly responsible commercial truck and heavy construction equipment mechanical repair experience, including diesel engines and electrical and electronic component repair.  

Training:

Equivalent to graduation from high school, supplemented by specialized training in diversified mechanical repair of vehicles and automotive equipment.

License or Certificate:

Possession of an appropriate valid Commercial Class B driver's license on the date of application, and maintenance thereafter.

Tanker endorsement within six (6) months of date of hire, and maintenance thereafter.

Possession of Automotive Service Excellence (ASE) Certification Medium/Heavy Duty Brakes T4 and Preventive Maintenance Inspection T8 within six (6) months of date of hire, and maintenance thereafter.

Possession of a fork lift certificate issued by the City of Las Vegas within 6 months of the date of appointment.

Possession of a 1G Emissions Inspector license from the state of Nevada within six (6) months of the date of appointment, and maintenance thereafter.

Possession of the following licenses and certificates are desirable: 

--    An Automotive Service Excellence (ASE) certificate in one or more areas.     

--    Class A commercial driver's license     

--    Environmental Protection Agency Section 609 certificate

Knowledge of:

Principles, practices, techniques and procedures of inspection, diagnosis and repair of diesel, gasoline, and alternative fuel engines.

Heavy Truck and construction equipment, heavy duty trailers and other maintenance equipment.

Electronic fuel and computer-controlled systems.

Operational characteristics and uses of automotive, commercial truck, and construction equipment, diagnostic and repair tools.

General automotive electrical, hydraulic and air-conditioning repair.

Basic welding and metal working techniques and equipment.

Materials, methods and appropriate tools to process, treat, and shape metal.

Theory and understanding of automatic and manual transmission operation.

Ignition, brake, fuel and cooling systems.

Steering mechanisms and front end assemblies.

Occupational hazards and standard safety practices.

Skills in: 

Operating disc and drum brake turning machine.

Troubleshooting malfunctions in automotive, diesel, and alternative fuel equipment and determine repair requirements.

Operating a variety of automotive repair tools and equipment in a safe and effective manner.

Understanding and following oral and written instructions.

Communicating clearly and concisely, both orally and in writing.

Establishing and maintaining effective working relationships with those contacted in the course of work.

Reading and interpreting schematics, diagrams and manufacturers’ technical service bulletins.

Paying attention to detail in completing work assignments.

Working independently in the absence of supervision.
