What are the responsibilities and job description for the Procurement Specialist position at City of Lawrenceburg?

The Procurement Specialist oversees the procurement operations and services for each City Department.


The regular schedule for this position consist of a 40 hour work week, five 8-hour days. May be asked to work over on occasion.

 

Essential Duties and Responsibilities include the following: 

  • The Procurement Specialist acts as an agent to ensure procurement activities are conducted in an ethical manner with a high level of integrity, while also ensuring compliance to the Indiana State Code.
  • Establish and enforce applicable City procurement policies and procedures.
  • Must have knowledge of, or be able to learn, and apply the Indiana State Code in regard to Procurement.
  • Works directly with department heads and upper management.
  • Develop and maintain customer and supplier relationships.
  • Maintain confidentiality in purchasing and procurement details.
  • Interpret contracting requirements including, but not limited to, governing requirements of procurements, contact goods and services specifications, contract utilization and limitations, and details of procurement.
  • Interpret contract requirements and purchasing requirements.
  • Analyze and interpret program and financial data.
  • Exercise good judgment and possess strong decision-making skills for areas or responsibilities.
  • Safety is of the utmost importance and must be practiced at all times.
  • Performs other related duties as assigned.


Requirements/Qualifications:  To perform this job successfully, an individual must be able to perform each essential responsibility satisfactorily.   • Bachelor’s Degree Supply Chain Management, Business Management, Finance, or related field preferred.
  • Must have a Valid Driver’s License.
  • Must have at least 5 years of experience in procurement/purchasing.
  • Must be proficient in Microsoft Office including Word and Excel or Google Suite.
  • Must have knowledge of Federal and State laws and statutes governing contractual agreements, procurement practices, processes, and procedures; tools and methods of effective negotiation techniques; methods of conducting research; continuous improvement in streamlining work processes; Federal and State funding regulations; principles and practices of work leadership management.
  • Must have excellent written and verbal communications skills, and good customer service skills.
  • Must be able to read and interpret contracts, policies, and procedures.
  • Must have skills in developing effective monitoring and reporting tools; interpreting and analyzing financial and supply market data.
  • Must be skilled in forecasting, auditing, and strategic planning, and implementation.

Prolonged periods sitting at a desk and working on a computer. Talk and hear. Standing, walking, stooping, crouching. Must regularly lift and/or move up to 20 pounds and occasionally lift/or move up to 30 pounds. Specific vision abilities include close vision, peripheral vision, depth perception and the ability to adjust focus.
