This position supervises and manages the city’s code enforcement operations.
Examples of Duties
Major Duties
Supervises the day-to-day activities of contractors and staff; monitors cases and caseloads; assigns or reassigns cases; coordinates the provision of staff training.
Plans, organizes, and schedules the activities and operations of the Code Enforcement Division.
Monitors court proceedings.
Serves as liaison between complainants, violators, and the city.
Coordinates the processing of code violation complaints; enters complaints into electronic database and assigns cases to officers.
Investigates personnel complaints related to field officers.
Provides information to the public on matters related to planning and zoning regulations and policies, zoning codes, property maintenance codes, the sign ordinance, development regulations, etc.
Coordinates code enforcement activities with other local, state, and federal agencies as appropriate.
Processes open records requests.
Investigates code violations; conducts field inspections and follow-up investigations; gathers evidence; issues notices and citations; testifies in court.
Assists in the development and implementation of policies and procedures and in drafting city ordinances.
Assists in providing staff support to citizen committees and planning groups.
Performs related duties.

Supervisory Controls
The Assistant City Manager assigns work in terms of very general instructions. The supervisor spot-checks completed work for compliance with procedures and the nature and propriety of the final results.
Guidelines
Guidelines include city codes, ordinances and department policies and procedures. These guidelines require judgment, selection, and interpretation in application.
Complexity/Scope of Work
The work consists of varied supervisory, management, and code enforcement duties. Strict regulations, combined with the unique nature of each case in question, contribute to the complexity of the work.
The purpose of this position is to supervise the enforcement of city codes. Successful performance ensures compliance with all relevant codes and ordinances.

Physical Demands/Work Environment
The work is typically performed while sitting at a desk or table or while intermittently sitting, standing, walking, bending, crouching, or stooping. The employee occasionally lifts light and occasionally heavy objects, climbs ladders, uses tools or equipment requiring a high degree to dexterity, distinguishes between shades of color, and utilizes the sense of smell.
The work is typically performed in an office and outdoors, occasionally in cold or inclement weather. The employee may be exposed to noise, dust, dirt and grease. Work requires the use of protective devices such as masks, goggles, gloves, etc.
Supervisory and Management Responsibility
This position has direct supervision over 1 Senior Code Enforcement Officer, 3 Code Enforcement Officers and 1 Administrative Coordinator.
Minimum Qualifications
Knowledge and level of competency commonly associated with completion of specialized training in the field of work, in addition to basic skills typically associated with a high school education.
Ability to read, understand and interpret the various codes and ordinances of the city of Lawrenceville.
Experience sufficient to thoroughly understand the work of subordinate positions to be able to answer questions and resolve problems, usually associated with three to five years experience or service.
Possession of or ability to readily obtain a valid driver’s license issued by the State of Georgia for the type of vehicle or equipment operated.
Possession of or ability to readily obtain the appropriate state certification for the type of inspection(s) conducted.

Health
- Health insurance benefits become active on the 31st day of employment. Health benefits include major medical, dental, and vision. There are three options.
- PPO – Options A & B with HRA (HRA is City funded through wellness program initiatives).
- HDP with HSA (HSA is City funded through wellness initiatives and also voluntarily employee funded).
- Retirement plans are Defined Contribution (401a), and Deferred Compensation (457b).
- The 401a (City makes a 4% contribution beginning on first pay period after hire date)
- 457b (Employee contributions only)
- If an employee contributes at least 4% into the 457b, which is voluntary, the City will make an additional 6% contribution into the 401a, totaling 10% into the employee’s 401a.
- Each contribution is a percentage of the employee’s earnings for that pay period.
- There is a graduated vesting schedule into the 401a plan.

- Four years – 80%
- Five years – 100%
- There is City paid short-term disability, long-term disability, accidental death & dismemberment (AD&D) and life insurance that pays two times the employee’s annual salary. Employees can opt into supplemental life insurance for self, spouse and children and pay the premium.

- Employees earn PTO in lieu of individual vacation and sick leave; PTO is earned as follows:
- First year of service – 3.692 hours per pay period (Department Directors accrue PTO hours at a rate of 5.538 from first day and moving forward until after ten years of service).
- 1-5 years of service – 5.538 hours per pay period
- 5-10 years of service – 7.384 hours per pay period
- 10-15 years of service – 9.230 hours per pay period
- Over 15 years of service – 11.076 hours per pay period
- Salaried employees are given 40 hours of Comp Vacation on January 1st of each year, that must be used by December 31st of that same year.
- Employees are paid on a bi-weekly basis; pay periods begin on Sunday and payday is every other Thursday. There is a mandatory direct deposit requirement.
- Tuition Reimbursement towards associate’s, bachelor’s or master’s degrees, available to all full-time employees after one year of employment. (exclusions apply)
