This position is responsible for coordinating all functions of property acquisitions, property rights, leases, right-of-way abandonments and diligence studies. Responsible for delivering and managing real estate purchases within the applicable scope and schedule on behalf of the department. Readily identifies obstacles to performance and proactively identifies and implements solutions with minimal guidance. Directly engages with Project Managers, Design/Consultant Engineers, internal and external customers, and other stakeholders to identify and negotiate acquisition of real property interests. Prepares and reports statuses of projects, costs, and schedules. Identifies and resolves issues that may impact other areas of work. Coordinates real estate activities with other divisions and departments. This position will not have supervisory responsibilities.
The applicant chosen will either be hired for the land and right of way specialist position or the land manager position depending on the applicant's qualifications.
The annual pay range for the Land and Right of Way Specialist is $70, 423.27 - $102,113.74.
The annual pay range for the Land Manager is $76,057.14- $110,282.84.The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by employees in this job. Employees may be requested to perform job related tasks other than those specifically presented in this description.
- Provides site acquisition advice to City Executive Leadership, Project Managers, Consultants and/or engineering personnel.
- Effectively negotiate with private owners and governmental agencies for the acquisition of various land rights for construction, operation, and maintenance of existing and new facilities, including but not limited to fee simple, easements, leases, temporary construction easements, licenses and permits.
- Prepare reports and recommendations, including proposed cost estimates, to support City staff in real property acquisition decision making
- Evaluates, processes, and prepares right-of-way/easement abandonment requests and conveyance.
- Coordinates right-of-way activities related to project delivery by actively identifying and resolving challenges, and engaging with internal and external stakeholders.
- Manage and maintain portfolio of municipal fee simple, right-of-way, and easement real property interests, including abandonment of rights of ways.
- Maintains responsibility, oversight, and knowledge of the entire portfolio of projects requiring property interests.
- Directs, manages, and coordinates assigned real estate consultant contracts/appraisal contracts for various projects on behalf of the City.
- Drafts land items being submitted to City Council for approval.
- Performs other duties that may be added or changed as the course and scope of the job directs.
- Associate's Degree in Real Estate, GIS, Engineering, Architecture, Construction Management, Business or a related field.
- Four (4) years of actual right of way experience.
- Valid Texas driver's license.
- Any combination of education, training , and land acquisition experience, which provide the requisite knowledge, skills and abilities needed for this position, may be substituted or evaluated at the discretion of the Human Resources Department.
- Real Estate Salesman or Broker License is preferable.
- Municipal government experience preferred.
Bachelor's degree in Real Estate, GIS, Engineering, Architecture, Construction Management, Business or a related field.
Eight (8) years of actual right of way experience.
Valid Texas driver's license.

PREFERRED LICENSES, CERTIFICATIONS AND QUALIFICATIONS
Real Estate Salesman or Broker License is preferable.
Municipal government experience preferred.

- TxDOT's property acquisition requirements on State and Federal Aid projects.
- Commercial Real Estate Law as it pertains to Eminent Domain.
- Knowledge of survey techniques and technical requirements to conduct field investigations and surveys.
- Survey techniques and technical requirements to conduct field investigations and surveys. Familiarity and practical experience with completing cost/benefit analyses as it relates to land acquisition, including determining accurate estimates for real property damage.
- Microsoft Office Software, particularly Microsoft Excel
- Negotiate with property owners to achieve desired acquisition.
- Establish and maintain effective working relationships with Departments, contractors, developers, government agencies, utility authorities and the community.
- Work effectively with all levels of employees and management and assist in providing solutions to projects and tasks.
- Track project timelines, particularly land acquisition processes, to help ensure efficient, timely, and cost effective ROW acquisition for municipal projects.
- Prioritize, organize, and monitor work assigned in order to accomplish departmental objectives.
- Work independently with a high level of self motivation.
- Effectively read construction plans and real estate plans.
- Write reports and business correspondence.
- Make independent judgments and maintain confidentiality of information regarding land acquisition planned or in progress by the City.
