Performs senior-level complex work. Works under minimal supervision, with considerable latitude for the use of initiative and independent judgement. Oversees the development, administration, and monitoring of the City of Leander’s compensation, classification, and salary administration program. - Oversees the City compensation, classification, and salary administration programs.
- Coordinates and conducts job evaluations/scoring, classification studies, market studies, and other compensation projects and prepares supporting documentation.
- Works with outside vendors who conduct salary/classification studies for the City (Compensation Studies).
- Develops, analyzes, and maintains the City Pay Plan.
- Responsible for the development & maintenance of the Position Control Spreadsheet (PCS) for the City.
- Receives and maintains current organizational/staffing charts from each department including vacant and new positions.
- Determines proper classification and compensation for positions, analyzes salary placement, develops, updates, and maintains job descriptions.
- Conducts market and salary research, determines compensation benchmarks, responds to salary surveys, and works with city management to incorporate changes to the pay plan.
- Serves as a compensation and classification subject matter expert and may work on specialty assignments based on areas of human resources expertise and skill level.
- Determines, assigns, and documents accurate Equal Employment Opportunity (EEO) codes in compliance with state guidelines and EEOC regulations.
- Reviews, assigns, and documents FLSA categories in compliance with the Fair Labor Standards Act (FLSA).
- Keeps abreast of current trends in hiring, retention, and changes to state and federal HR related laws.
- Provides technical assistance, policy interpretation, and advice to managers and staff regarding classification, compensation, state and federal HR related laws, statutes, and regulations.
- Participates in full-time job interviews with applicants for departments throughout the City.
- Proficient in using Microsoft applications (including Word, Excel), other software packages as needed for data management and email applications.
- Provides training to staff regarding the classification and compensation related processes.
- Provides back-up and assistance on staffing and recruiting.
- Provides back-up and assistance to other human resources staff and ensures continuity of human resources services during staff absences and peak periods.
- Maintains confidential and sensitive information.
- Provides support for the City-wide events led by HR.
- Maintains required certifications and licenses and meets the continuing education needs and requirements of the position to include, attending mandatory training courses.
- Assists with the creation of screening criteria and interview questions so the hiring managers can select suitable candidates. Ensures compliance with city policy/procedures, federal and state laws.
- Updates databases, prepares ad-hoc reports, and performs routine records maintenance.
- Reviews, analyzes, and revises specific human resources policies and procedures; and recommends changes to improve efficiency, effectiveness, and sustainability.
- May prepare classification/compensation documentation or reports for the Mayor and City council.
- Responds to applicable open records requests when needed.
- Performs other duties as assigned.
- Bachelor's degree from an accredited four-year college or university with a major in Human Resources, Business or Public Administration, Management, Organizational Development, Communications, Social Sciences or a closely related field.
- Minimum of five years of applicable HR-related experience with extensive knowledge of job description development and compensation & classification.
- Minimum of nine years of a combination of education and full-time professional Human Resources experience that includes extensive experience with job description development and compensation & classification.
- HRCI, Professional in Human Resources Certification (PHR, SPHR) OR Society for Human Resource Management Certified Professional (SHRM-CP, SHRM-SCP), OR Certified Compensation Professional (CCP) OR the ability to obtain one of these certifications within one year of hire.
- Valid Driver's License from any U.S. State. Must be able to obtain a Texas license within 90 days of hire, per state law.
- Experience working for a government entity such as a City, County, or State agency.
- Extensive experience managing compensation and classification programs for a government entity.
- Up-to-date working experience using NeoGov HR Software.
- Considerable knowledge of modern policies and practices of personnel administration, interpreting personnel policies and procedures, State and Federal employment laws and regulations and Section 125.
- High degree of confidentiality; prioritize work assignments; provide excellent customer service; provide City employees and the public with accurate information.
- Ability to gather, compile, analyze, and communicate a variety of information.
- Ability to work with frequent interruptions and changes in priorities.
- Ability to communicate effectively both verbally and in writing.
- Ability to follow detailed verbal and written instructions.
