SALARY RANGE : $8,967 – $11,023 per month

POSITION SUMMARY :
The City of Leavenworth, an equal opportunity employer, is seeking a qualified individual with strong technical skills and extensive experience in managing complex infrastructure projects, including design, right-of-way acquisition, and construction who will oversee and manage engineering operations. This position handles grant applications and funding management, public works contracts, and capital and maintenance projects for city utilities, streets, facilities, and functions. Key responsibilities include managing and reviewing private development project applications, processing permits and plans, and delivering exceptional customer service. The City Engineer will also work on various public works capital improvement projects, such as transportation, water, sanitary sewer, and storm drainage.
The ideal candidate will have a bachelor’s degree in civil engineering or a related field, five (5) years of increasingly responsible professional experience managing capital improvement projects including project design, construction management, and personnel management, a valid Washington State driver’s license with a record that is acceptable to the City, and a current registration as a Professional Engineer. If the current registration is not from Washington State, a Washington State registration must be obtained within six (6) months of the job start date.
About the Position
Under direction from the Public Works Director, this position will oversee and manage daily engineering operations. This position involves handling grant applications and funding management, public works contracts, and capital and maintenance projects for city utilities, streets, facilities, and functions. The City Engineer will act as the Director in their absence and provide essential engineering services to stakeholders. The City Engineer will also work on various public works capital improvement projects, such as transportation, water, sanitary sewer, and storm drainage. This role also includes managing and supporting additional engineering team members. This position supervises professional, technical, and / or administrative staff. The City Engineer will prepare detailed plans and specifications, monitor project budgets to ensure compliance with guidelines, and manage consultant agreements for services. Additionally, the City Engineer will be responsible for planning, designing, and overseeing infrastructure projects, ensuring they meet safety, regulatory, and community needs.
Essential Job Functions
Among the varied range of responsibilities held within this role, the City Engineer will :
- Manage and oversee the capital improvement program and City engineering programs and all associated projects, services, personnel, and activities.
- Assigns, trains, coordinates, supervises and evaluates the work of staff. Ensures customer service oriented, efficient, timely, and accurate engineering services in conformance with regulatory requirements and established procedures.
- Administer contracts including preparation, bid, awards, project management, payment, and close-out. Participates in City review of proposals. Compiles plans, specifications, cost estimates, contract provisions, and schedules. Audits plans, specifications, and proposed change orders. Monitor progress and ensure regulatory, specification, time, and budget compliance.
- Identify and apply for grants. Administer grant funds for studies and construction projects. Maintain a database and calendar of grant opportunities and help ensure that the City maximizes external funding opportunities.
- Coordinate infrastructure and facilities engineering activities. Investigate and make recommendations on infrastructure problems and provide technical support on engineering solutions.
- Oversee and manage private use of public right-of-way and provide information regarding the availability of public utilities.
- Assist the Public Works Director with the process for the extension of public infrastructure (transportation, storm drainage, water, and sanitary sewer systems) required in conjunction with private development projects, coordinate with development administration, construction, and review staff.
- Review and evaluate private development proposals and provide pre-submittal information to the applicant regarding City requirements and conditions of approval.
- Develop and maintain knowledge of the City’s development review policies, processes, procedures, legal regulations, and guidelines, and of current civil engineering design and construction principles, theories, practices, and techniques.
- May represent the City’s interests with the public, franchised utility companies, and other public agencies relating to the design and coordination of developer projects.
- Serve as a key member of the Public Works leadership team. Collaborate effectively with other leaders in the organization to continually improve the Public Works Department.
- Maintain efficient databases, files, records, and other documents in compliance with regulations.
- Research, develop, recommend, and implement procedures to maximize operational efficiencies. to continuously improve processes.
- Evaluate the feasibility of constructing projects, evaluate impacts, and develop costs for alternatives.
- Respond to sensitive and difficult inquiries from the public, environmental groups, special interest groups, the press, the development community, the Mayor, and the City Council regarding major commercial and residential development projects.
- Participate in the selection of, training, motivating, and evaluating assigned personnel.
