The City of Lebanon is looking for a motivated individual professional to join the Public Works Department) as a Scale Technician. The Scale Technician performs skilled labor tasks involving the operations and maintenance of scales located at the Landfill, in accordance with Federal Regulations, New Hampshire State Statutes and Regulations, City Ordinances, City Policies, and departmental rules and regulations. This position is required to participate in winter snow operations and to respond to emergency situations, as required. Winter snow operations require snow plowing operations outside of regularly scheduled hours. Overtime includes 2nd and/or 3rd shifts and includes weekend during inclement weather events and emergency situations. Performs all other related work, as required.
Responsibilities include, but are not limited to:

- Operates the vehicle weight scale and associated equipment.
- Inspects inbound loads for compliance with policies, procedures, and City ordinances; ensures no hazardous or inappropriate material is contained within the load.
- Determines waste type and disposal rate.
- Properly accounts for all coupons and weigh tickets collected on a daily basis and in accordance with established policies and procedures, processes related payments.
- Maintains accurate records of all outbound and inbound loads in accordance with established policies and procedures; prepares daily, weekly, and monthly reports.
- Serves as initial point of contact for customers and visitors and may handle telephone calls and e-mails regarding Solid Waste operations; refers complaints to the Solid Waste Manager.
- Imports daily returns and settlements into corresponding financial software; reconciles daily credit card transactions.
- Coordinates with the Solid Waste Manager to ensure incorrect tickets are resolved efficiently and in accordance with policy and procedure.
- Imports SCADA data into reports for leachate and rainfall totals.
- Prepares Bill of Lading for recycling load pickups.
- Performs daily checks, preventive and on-going maintenance, as necessary, to maintain the facilities and equipment.
- Performs general maintenance on the scale house, to include housekeeping, painting, , and other maintenance tasks required to keep the scale house in good condition.
- During snow operations and winter events, this position is assigned a plow route, or may be assigned to a related snow operation position such as sidewalk plow, loader, or to plow with a 1-ton/light truck, salting & sanding, assigned to snow removal operations, may operate a light truck with plow and assists with hand shoveling and other snow removal tasks as assigned.
- Performs walk around inspection on assigned equipment and preventive maintenance tasks such as greasing, fluid top offs, etc. necessary for the proper operation of equipment.
- May perform training of other personnel on specific tasks and proper equipment operations required for this job.
- Prepares and submits written reports required for the maintenance of equipment, operating records, inventory records, personnel accounting, and safety incident/accident reporting.
- During emergency situations, may be assigned unrelated tasks as determined by command authority. Emergency situations may occur during regularly scheduled hours or afterhours or on weekends.
- Operates and maintains scales to ensure compliance with New Hampshire Weights and Measures Standards and Rules.
- Promotes and maintains responsive community relations.
- Assists other co-workers in the group in the completion of work responsibilities, as necessary.
- May be detailed to operate equipment and perform tasks of lower or higher classifications.
- Performs similar or related work as required, directed, or as situation dictates.
Minimum Qualifications:
Education, Training and Experience:
- High School Graduation.
- Three to five years’ experience in solid waste operations and snow plowing experience.
- Scale operations experience preferred.
Other combinations of education and experience that qualify an individual to perform the requisite job duties and responsibilities may be considered
Licenses/Certifications:
- Valid driver’s license with a good driving record.
- Commercial Driver’s License (CDL B).
- NH DES Solid Waste Operator License and Weighmaster Certification from NH Department of Agriculture.
