Summary
Under the general direction of the Assistant City Manager, the Director of Public Works manages and directs all aspects of the City’s Public Works Department and its operations. Plans, organizes, and directs operations, engineering, environmental compliance and long-range planning for the City of Levelland Solid Waste Utility. The purpose of this job within the organization is to plan, direct, manage, and oversee the activities and operations of, as well as manage the development and implementation of, goals, objectives, policies, procedures, and long-range plans for the City of Levelland waste collections, recycling/diversion, disposal operations, billing assistance, and utility maintenance.
Essential Functions
- Plan, direct, organize, and monitor activities of the Solid Waste Collections Department, Solid Waste Disposal Department and the Solid Waste Recycling Department.
- Represent the departments before City Council through presentations on relevant topics and preparation and explanation of agenda items.
- Budget and plan capital projects to provide solid waste service.
- Engage in professional engineering services by preparing and sealing solid waste compliance reports, capital construction projects, and various annual reports.
- Direct engineering design, bidding and contract administration for solid waste construction projects.
- Monitor work activities, implements policies, and evaluates work procedures.
- Monitor and lead the solid waste utility to ensure the utility is compliant with state, federal, and local laws, rules and ordinances.
- Participate with solid waste associations and solid waste utilities to address issues of regional, state and national concern.
- Facilitate planning, administration, and operations for the City.
- Evaluates legislative, regulatory, and technical impact to solid waste utility systems.
- Assists customers who need help solving complex or difficult solid waste related issues. Promotes a high level of customer service.
- Prepare the department budget and oversee implementation and administration of the approved budget.
- Seeks funding sources and opportunities related to solid waste infrastructure projects.
- Recommend department goals, objectives, policies, and priorities.
- Establish, within City policy, appropriate service and staffing levels; and allocate resources accordingly.
- Direct and manage all staff assigned to the Solid Waste Collections Department, Solid Waste Disposal Department and the Solid Waste Recycling Department including hiring, selection, performance appraisals, discipline and termination.
- Assesses and monitor workload, administrative and support systems and internal reporting relationships; identify opportunities for improvement; and direct the implementation of changes.
- Perform related duties as required.
Knowledge and Abilities
Knowledge of:
- Design techniques, principles, tools and instruments involved in the production of and use of precision technical plans, blueprints, drawings, and models.
- Solid Waste collection, disposal and diversion operations.
- Financial budgets.
- Local, State, and Federal regulations related to solid waste.
- Policies and practices involved in personnel/HR functions, including selection, supervision, training, and performance evaluations.
Ability to:

Education:
Bachelor’s Degree from an accredited college or university in Engineering, Construction Management, Public Administration, Business Administration or related AND a minimum of five years of experience working in municipal government performing similar work: or equivalent of education and experience, including five (5) years of supervisory experience
Licensing and Certifications:
- Possession of a valid driver’s license
- TCEQ Water Distribution Operator License, Class C
- TCEQ Wastewater Collection System Operator License Class II
