What are the responsibilities and job description for the City Clerk position at City of Liberty Lake?
The City of Liberty Lake is currently looking for a City Clerk. Liberty Lake is a safe, family-friendly and engaged community. RESPONSIBILITIES & DUTIES:

A. Provide clerical support, including but not limited to composing and typing correspondence for a variety of matters that may be confidential in nature.
B. Prepare City Council Agenda and City Council material for upcoming meetings. Attend regular and special City Council meetings to take and transcribe City Council meeting minutes and provide follow-up processing for all Resolution, Ordinances and correspondence as directed by the Council. Provide technical assistance on requirements for conducting public business.
C. Ensure all agendas and legal notices are properly prepared and published.
D. Assist with receiving revenue from solicitor licenses, building permits, city fees, and any other revenue generated by the City.
E. Responsible for overseeing the maintenance of all official City records, including the file of City interlocal Agreements, Contracts and Agreements.
F. Responsible for processing and issuing all municipal licenses, including solicitor and peddler licenses, and other municipal licenses.
G. Responsible for codification of ordinances.
H. Coordinates with the Spokane County Auditor’s Office regarding City Council elections and special ballot measures.
I. Review Claim Vouchers, voucher processing, assist with bi-annual or annual audit.
J. Coordinate review by department staff and issue city business licenses, assist the public with the application process.
K. The City Clerk is expected to perform all duties and responsibilities as described, in a professional and appropriate manner that is reflective of the Mission, Vision and Values of the City of Liberty Lake. In addition to these expectations, other duties and responsibilities may be assigned.
L. Responsible for registration of City vehicles.
M. Serve as the Public Records Officer; process public records request, and assist department staff with compliance with the Public Records Act.
N. Responsible for overseeing records management, including retention and destruction, and assisting department staff to maintain compliance with state retention schedules.
O. Receives and coordinates responses to citizen concerns and complaints.
P. Drafts Resolutions and Ordinances
Q. Coordinates with the Hearing Examiner to process Code of Ethics Complaints.
R. Provide assistance at the front desk of City Hall as a back up to regular front desk staff
MINIMUM QUALIFICATIONS:

Required Experience:
1. Three (3) years of increasingly responsible office records management experience.
2. Two (2) or more years’ experience municipal government.
3. One (1) to two (2) years' City Clerk Experience
Required Credentials:
A. Completion of a two (2) year Associates Degree college/business curriculum (preferred).
B.. Must Notary eligible
C. Work towards Municipal Clerk Certification within 1 year from hire

INSURANCE BENEFITS
Eligibility: Coverage begins for new hires and their dependents on the first day of the month, following the first day of employment.
Medical: Qualified employees may select from three health plan options; The monthly premium varies depending upon the plan and coverage level selected.
Dental: Dental insurance is provided by Delta Dental of Washington. The monthly premium is minimal for employees and eligible dependents.
Vision: Vision coverage is paid for by the City of Liberty Lake

The Employee Assistance Program (EAP) is a referral and counseling service for employees and their eligible dependents.
HRA VEBA: Upon the adoption of the annual budget, the City of Liberty Lake contributes a predetermined dollar amount to the employee’s HRA VEBA account on an annual basis.

RETIREMENT BENEFITS
Public Employees' Retirement System: PERS Employees' Retirement System (PERS) is a plan choice retirement plan (PERS 2 or PERS 3) covering non-uniformed employees.
Deferred Compensation
The City does not participate in Social Security. However, the City has adopted a 401(A) Social Security substitute plan.
401A: A predetermined percentage of each check will be contributed to this plan.
457: This is a voluntary plan in which employees can contribute an additional dollar amount or a percentage of each check.
PAID TIME OFF
City of Liberty Lake observes eleven (11) paid holidays, prorated based on hire date. Thirty-two (32) hours of floating holiday are provided each year; however, the hours are prorated based on the quarter hired for the first year. Employees accrue four (4) hours of paid vacation year pay period. Sick leave is frontloaded upon hire with forty (40) hours, after six (6) months employees will accrue four (4) hours per pay period.
