What are the responsibilities and job description for the Business Services Associate position at City of Lilburn, GA?
The City of Lilburn is seeking an individual to perform a wide variety of customer service support duties in conjunction with Planning, Code Enforcement, Finance, Public Works, and Community Development. This position is responsible for greeting the public, receipt and processing of various applications, processing payments in the financial system, and assistance with the city’s rental program. This position reports to the Business Services Manager.
JOB DUTIES AND RESPONSIBILITIES:
General administrative support duties include, but are not limited to the following:

Greeting and assisting customers, answering and directing phone calls, taking messages;
Prepares correspondence, forms or reports; - Keeps logs, files and distributes documents;
- Receives, reviews, processes and routes a variety of payments, receivables, fines or fees per established guidelines; forwards daily deposit to the Business Services Administrator for delivery to the Department of Finance;
- Codes accounts receivables/payables to appropriate accounts
- Provides notary services.
- Policy and procedure compliance;
- Responds to Open Records requests;
- Handles customer inquiries and/or complaints;
- Assist customers with rentals of City pavilion, park, greenway trail, and shared meeting room. Accepts and approves rental applications in compliance with the City’s rental policy.
- Performs other duties of a similar nature as assigned.
- Duties in area of specialty may include the following:
- Knowledge of and coordination with city Occupation Tax ordinance, interpretation of zoning and lot research to support or restrict proposed signs, land uses, or business;
- Receipt of plans and required documentation for permitting of Signage, Land Disturbance, Site Development, Construction, Renovation/Alteration, and trade work;
- Processes applications for Special Events, Temporary Uses, Film Permits, Road Closure, Short Term Rentals, Property Maintenance Registration, and Certificates of Occupancy;
- Processes initial applications and renewals of Occupational Tax Certificates while ensuring compliance with city, county, and state requirements;
- Processes applications and renewal of Alcohol Beverage Licensing while ensuring compliance with city code and state requirements, collects alcohol excise tax;
- Receipts payment of Property Tax, Lodging Accommodation Tax, Surplus Sales, Open Record Requests, and the City Rental Program;
- Works with Code Enforcement to ensure compliance with City Ordinance;
- Serves as backup support for other Business Services Associates in area of specialty;
- Performs other duties of a similar nature as assigned.
REQUIRED KNOWLEDGE & SKILLS:
Knowledge of:
- Customer service principles;
- Applicable hardware, software, and peripheral devices;
- Microsoft office products;
- Basic office principles and equipment;
- General bookkeeping and/or accounting principles;
- Applicable policies, procedures, codes, and ordinances;
- Basic knowledge of the City’s zoning and overlay districts, environmental constraints, permitting process, business licensing procedures and goals of code enforcement.

- Organizing and handling a variety of assignments simultaneously;
- Prioritizing work and meeting deadlines;
- Operating a computer, printer and applicable software;
- Excellent written and oral communication skills and interpersonal skills as applied to interaction with co-workers, supervisor, and the general public sufficient to exchange or convey information and to receive work direction;
- Understanding and compliance with City policies, procedures, applicable codes, and ordinances.
- Skills in exercising discretion, taking initiative in the performance of work, and using independent judgment.
- Skills in appropriately interpreting ordinances. Zoning, Property Maintenance, Occupation Tax, and other business-related ordinances.
Qualifications
High School Diploma or G.E.D. with a minimum of two years’ experience in customer service with the public; two years of local government experience in the area of planning, permitting, licensing or other revenue collections, or any equivalent combination of education, training and experience sufficient to successfully perform the essential functions of the job. Proficient in the use of Microsoft Office products and the ability to quickly adapt to the use of other applicable software. Must obtain GCIC Certification within six (6) months.
Special Requirements
Preferred Qualifications: Bilingual in Spanish. Must be at least 18 years of age. Must possess a high school diploma or G.E.D. Must be able to interact with the general public in a positive way. Must pass a Criminal History Background Check Must have a valid Georgia Driver's License Must provide a driver's history report from the Department of Motor Vehicles
