Description
The Accounting Clerk II position supports the City of Lino Lakes in all areas of payroll, account reconciliation, and daily cash deposits. This position works independently, with little to no direction, on daily activities and serves as the backup for utility billing and cash receipting. This is a full-time position, located on-site at City Hall reporting directly to the Finance Director.
ESSENTIAL DUTIES & RESPONSIBILITIES
- Reviews employee timesheets to ensure time is recorded accurately and follows City policies and union contracts.
- Collaborates with Human Resources in regards to personnel matters, incoming and outgoing staff, and other information required for payroll processing.
- Ensures accuracy in employee setups in onboarding, payroll, and timesheet systems.
- Processes bi-weekly payroll for full-time, part-time, and seasonal staff; understands payroll laws and regulations to ensure employees are paid accurately and on-time.
- Calculates, withholds, and remits payroll taxes and other payroll deductions. Prepares quarterly payroll tax returns and annual wages and tax statements (W-2s).
- Assists in the preparation of audit and budget workpapers as they relate to payroll.
- Prepares daily remote deposit and physical cash deposit.
- Prepares monthly sales and use tax return; understands how sales tax applies to goods and services in Minnesota. Submits sales and use tax refund requests.
- Prepares monthly building permit state surcharge report.
- Prepares monthly reconciliations for escrow accounts and uniform allowance balances.
- Maintains the city's fixed asset records through the automated fixed asset system; inventory and tag newly acquired assets.
- Maintains finance files in accordance with record retention policy.
- Prepares and enters necessary accrual and adjusting journal entries.
- Serves as the backup for utility billing and cash receipting.
- First backup coverage to the Administration window front counter at City Hall. Performs other duties as assigned or apparent.

This is a full-time, on-site position. Normal business hours Monday - Friday, 8 : 00am - 4 : 30pm.
