Description

The Accounting Clerk II position supports the City of Lino Lakes in all areas of payroll, account reconciliation, and daily cash deposits. This position works independently, with little to no direction, on daily activities and serves as the backup for utility billing and cash receipting. This is a full-time position, located on-site at City Hall reporting directly to the Finance Director.

ESSENTIAL DUTIES & RESPONSIBILITIES

  • Reviews employee timesheets to ensure time is recorded accurately and follows City policies and union contracts.
  • Collaborates with Human Resources in regards to personnel matters, incoming and outgoing staff, and other information required for payroll processing.
  • Ensures accuracy in employee setups in onboarding, payroll, and timesheet systems.
  • Processes bi-weekly payroll for full-time, part-time, and seasonal staff; understands payroll laws and regulations to ensure employees are paid accurately and on-time.
  • Calculates, withholds, and remits payroll taxes and other payroll deductions. Prepares quarterly payroll tax returns and annual wages and tax statements (W-2s).
  • Assists in the preparation of audit and budget workpapers as they relate to payroll.
  • Prepares daily remote deposit and physical cash deposit.
  • Prepares monthly sales and use tax return; understands how sales tax applies to goods and services in Minnesota. Submits sales and use tax refund requests.
  • Prepares monthly building permit state surcharge report.
  • Prepares monthly reconciliations for escrow accounts and uniform allowance balances.
  • Maintains the city's fixed asset records through the automated fixed asset system; inventory and tag newly acquired assets.
  • Maintains finance files in accordance with record retention policy.
  • Prepares and enters necessary accrual and adjusting journal entries.
  • Serves as the backup for utility billing and cash receipting.
  • First backup coverage to the Administration window front counter at City Hall. Performs other duties as assigned or apparent.

REQUIRED KNOWLEDGE AND ABILITIES

  • Must have above average knowledge and skill using Financial Systems, Microsoft Office (Outlook, Word, Excel), Adobe Acrobat Pro, and Records Management Systems.
  • Ability to make basic mathematical computations.
  • Ability to represent the City in a courteous and professional manner.
  • Ability to communicate effectively and professionally with City staff.
  • Ability to develop and maintain effective working relationships with other employees.
  • Ability to initiate and accomplish tasks independently.
  • MINIMUM QUALIFICATIONS

  • Two-year degree in Accounting, Business or related field OR Four years of recent accounting experience may substitute a degree.
  • Two years accounting and / or payroll experience.
  • Demonstrated knowledge of accounting / payroll software.
  • PREFERRED QUALIFICATIONS

  • Bachelor's degree in Accounting, Business, or related field.
  • Two years experience in government finance / accounting / payroll.
  • Experience with the financial software BS & A.
  • EXPECTED HOURS OF WORK

    This is a full-time, on-site position. Normal business hours Monday - Friday, 8 : 00am - 4 : 30pm.

    Regular, full time employees of the City of Lino Lakes are eligible for a benefits package.

    Annual Leave - Paid time off / Earned Sick and Safe Time. Accrues each pay period. 15 days per year for the first 5 years of employment.

    Deferred Compensation Plan (457) - Income set aside on a pre-tax basis for the purpose of retirement income. Investments are participant-directed. Participation is optional and the City does not contribute to the plan.

    Health Care Savings Account - Tax-free reimbursement accounts for health care expenses.

    Flexible Spending Arrangement - Tax-free reimbursement accounts for health, dental, vision, and daycare expenses.

    Employee Assistance Program (EAP) - Free Employee Assistance Program provides confidential counseling and referral services to employees, family, and household members.

    Wellness & Fitness - Employees receive a free single membership to the Rookery Activity Center. Memberships include full use of the Rookery including fitness floor, pool, sauna, gymnasium, and locker rooms. Membership also includes access to all basic fitness classes, open gym, and open swim.

    Payroll Automatic Deposit - Payroll checks are automatically deposited into your designated checking and / or savings accout(s) each bi-weekly payday.
