Mobile Crisis Response Team Program Manager
Do you have a passion for community mental health? The City of Livingston, Montana is seeking a highly motivated, caring individual for a rewarding opportunity to serve as the Mobile Crisis Response Team Program Manager. You will support our community-based collaborative crisis response team. This position reports to and works under the direction of the Fire Chief.
The Program Manager is responsible for developing and maintaining the Mobile Crisis Response Team (MCRT) and the program. The Program Manager manages the annual budget, secures funding through Medicaid reimbursement and grants, and creates program policies and procedures that align with Medicaid and City of Livingston policies. Participates in staff hiring, training, scheduling, and performance management. Will be responsible for creating data tracking systems to provide program statistical reports and clinical record maintenance. The Program Manager will need to effectively build relationships and collaborate with law enforcement, fire departments, emergency medical services, schools, hospital emergency departments, and social service community agencies.

Job Type: Full-time, year-round, regularly scheduled at least 40 hours per week and on call 24/7/365
Rate of Pay: $68,000 to $77,000 annually depending on experience. This is a grant-funded position through June 30, 2027. The grant and the position are not guaranteed to be extended beyond the initial term.

Shifts: Regular schedule is expected to be Monday through Friday, but will be responsible for 24/7/365 call outs and assistance, as needed and must have availability for nights, weekends, and holiday call-outs for service and support.
Tasks and Duties for Success:
· Develops and manages policy and procedures for the Mobile Crisis Response Team handling all day-to-day functions
· Coordinates Medicaid billing for Mobile Crisis Response services and Mobile Crisis Care Coordination with the Montana Department of Public Health and Human Services to ensure active coverage
· Coordinates and facilitates a community based behavioral health and crisis response initiative
· Supervises, leads, and trains mobile crisis responders and leads the Crisis Coalition
· This position plays a critical role in building a collaboration with local law enforcement and other first responders and partnering skillful mental health responses to reduce avoidable hospitalizations or incarcerations in Livingston and Park County
· Develops standard operating procedures which clearly establish expectations and desired outcomes for staff members
· Ability to assist with appropriate referrals to community resources such as mental health and substance use treatment and services, in person, via phone, text, or email
· Provides follow up on the status of persons in distress for referrals to additional community and medical support
· Assists with coordination of clinical evaluation for hospitalization, including appropriateness for involuntary treatment
· Continuously champions goals and maintains relationships with partners, stakeholders, and community members to advance the success of the Mobile Crisis Response Team
· Conducts community-based outreach with law enforcement to identified at-risk individuals
· Interfaces with Montana MT988 Suicide Prevention and Mental Health Crisis Lifeline
· Tracks and provides status updates on cases that have been diverted from the criminal justice system
· Must have the ability to perform the required tasks of the Paraprofessional Mobile Crisis Responder as needed
· Works within the financial grant funding on budget and goals and has the computer software knowledge to create reports for internal and external tracking of processes and services provided
· Provides recommendations on areas for departmental or implementation process improvements
· Provides constructive feedback and solutions to field teams in a professional, teaching manner
· May serve as a specialist responsible for gathering facts related to operating in a certain context, analyzing findings, reaching logical conclusions, recommending solutions, adjusting systems, and coordinating projects
· Demonstrates project and personnel management skills
· Demonstrates ability to differentiate between situations which can be handled independently and those which require escalation
· Researches and develops solutions for unusual and novel situations
· Manages agency required documents and reporting systems and handles in a timely manner
· Provides written reports to city and county attorneys and courts, as needed
· Testifies in court in commitment cases, as needed
· Provides consultation to hospital emergency room staff and jail and law enforcement personnel
· Provides consultation to families, friends, and other providers of care to persons in acute distress
· Ability to advocate for the needs and goals of persons in need and their families with professional respect for and understanding of standards of practice and system constraints
· Responds to fire, rescue, medical, and other emergency incidents involving persons in crisis
· Reviews and/or completes comprehensive clinical records and accurate reports according to established policy and procedures
· Participates in group training with local mobile crisis response team and partners as scheduled
· Maintain knowledge and compliance with established policies and procedures, compliance program, code of ethics, applicable federal, state, and local laws and regulations, HIPAA standards, and other regulatory programs
· Serves as a primary point of contact with the state and other funders; helps identify and coordinate the research, policy, data, and other needs on behalf of the Mobile Crisis Response Team
· Performs related duties and responsibilities as assigned
Education and Training:
· Valid First Aid, CPR, AED certification required to be maintained once hired
· Bachelor’s degree from an accredited program in social work, psychology, mental health counseling or a related nursing field with demonstrated coursework and practicum in assessment and treatment of severely mentally ill individuals
· Preferred experience working in a clinical setting where evaluation and referral skills are/were utilized including assessing and treating severe and persistent mentally ill patients
· Clinical mental health experience working with children, adolescents, and families preferred
· Certified Emergency Medical Technician (EMT) preferred
· Within 6 months of hire must have or become certified/trained in: trauma-informed care, de-escalation strategies, harm-reduction, and suicide awareness
· Crisis intervention training (CIT) required within 6 months of hire
· Keeps up on required certifications, CEU credits, learning, and techniques required to perform this job
Qualifications and Other Requirements:
· Ability to follow policies and processes with integrity while maintaining strict standards of confidentiality, HIPPA, and PHI rules
· Must pass a criminal background screening
· Must possess a valid U.S. driver’s license and have an approved driving history (and ability to get a Montana State Driver’s License within 1 month of hire, if not already in possession of)
· Ability to use Microsoft Outlook Email, Word, and Excel
· Ability to learn and use ImageTrend software to complete reports securely and confidentially
· Ability to read, write, and communicate in English effectively with others and for report writing with excellent command of English grammar and usage
· Knows and follows policies and procedures for emergencies and has the ability to respond safely and appropriately in any weather situation or environmental hazards
· Fluency in a second language is desirable, but not required
· Ability to manage difficult or emotional situations
· Ability to work well under pressure and during simultaneous demands
· Ability to communicate effectively in emergency situations in person, on the radio, and/or cell phone
· Ability to have familiarity with the city of Livingston and Park County, Montana geography and locations
· Ability to multitask and work with frequent interruptions
· Maintains a clean and complete appearance, personal hygiene, and professional, pleasant, and polite demeanor to all persons with whom the individual comes in contact with
· Establishes and maintains effective working relationships with coworkers and the public
· Ability to travel locally within the City and County to perform the job, and within the State for meetings, trainings, and workshops

Physical Requirements:
This work is considered light-to-medium in nature and involves driving, sitting, walking, and standing virtually all of the time. This work involves exerting between 10 to 20 pounds of force or lifting on a regular basis. Work regularly requires speaking or hearing and use of hands and/or fingers to carry, lift, handle, or feel, reaching with hands and arms, pushing or pulling, lifting, and repetitive motions. Work requires frequent standing, walking, stooping, kneeling, crouching, and sitting. Work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels.
Working Conditions:
This work will be performed indoors and outdoors and has exposure to environmental conditions while moving from location to location and in and out of vehicles. These conditions may include heat, cold, bright or dim light and sunlight, wet and/or humid conditions, dust, pollen, smoke and other outdoor air situations. This work includes driving in all types of Montana weather conditions and on all types of roadways.
