DEFINITION
Provides complex accounting support services which include: accounting and accounting systems, cash management, debt management and grants administration. This position is responsible for the overall financial and accounting reporting of the City and ensures continuous operations while balancing special project requests.  The position supports the accounting division's organizational policy and procedural development activity, develops and implements the goals, objectives, policies, procedures and work standards for the Accounting Division.

SUPERVISION EXERCISED AND RECEIVED
Receives general direction from the Deputy City Manager/Internal Services Director and exercises direct supervision of assigned staff.
Assists in the recruitment, selection, development, and evaluation of staff; Assigns, reviews, and evaluates the work of assigned staff; Trains and develops staff; Works with staff to correct deficiencies; Implements corrective actions including disciplinary action and terminations;

Oversees the accounting function for the City, including all utilities and the Lodi Public Financing Authority, including month end close and interim financial reports within the City's financial software system; Analyzes the financial information needs of City departments and develops financial systems to fulfill those needs; Evaluates the effectiveness of current systems and procedures; 

Oversees the annual audit of the City and Lodi Public Financing Authority, including preparation of the Comprehensive Annual Financial Report (CAFR); Assumes management responsibility for the timely and accurate preparation of financial and statistical reports and records in accordance with City policies and Generally Accepted Accounting Principles (GAAP);

Monitors, evaluates and recommends internal control procedures;

Coordinates implementation of new accounting pronouncements and standards;

Prepares a variety of reports related to departmental operations and activities; Prepares or directs the preparation and reconciliation of journals, ledgers and other accounting records; Prepares or directs the preparation of records and reports for submission to various agencies; prepares and presents agenda reports and other correspondence for City Council approval;

Monitors and oversees the City's cash and investment balances; Ensures adequate liquidity; Administers direct banking tasks related to wires, ACH, EFT, positive pay and direct deposit processes;

Oversees the processing of payroll and ensures all payroll related duties are carried out successfully and in a timely manner; Provides assistance to staff for difficult payroll issues;

Coordinates internal and external audit functions for the City; Conducts internal audits of financial records as necessary and directs internal audits involving a review of accounting and administrative controls; Coordinates the preparation of external audit materials and external financial reporting;

Monitors and oversees the activity of the City's Fiscal Agents regarding Bond Issue proceeds; Manages the City's debt schedule and ensures that debt payments are made timely and recorded appropriately;

Assists in the development and administration of the Accounting Division budget; evaluates and makes recommendations related to staffing, equipment, materials, and supplies; analyzes, and reports on department level budget variances;

Assists in developing and implementing division department level goals and objectives; implements and maintains assigned program area policies and procedures; evaluates effectiveness of programs, including researching, analyzing, and recommending policy or program changes;

Investigates and resolves the more complex accounting issues;

Coordinates use of computer systems in assigned areas including facilitating, scheduling, and troubleshooting program, application, and system errors; ensures accuracy of data and records;

Prepares and makes effective presentations to senior management, elected officials, and the public;

Attends and participates in professional group meetings; Maintains awareness of new trends and developments in the field of accounting; incorporates new developments as appropriate;

Performs other duties as assigned, consistent with the authority and responsibility adherent in the position.
Knowledge of
Fund accounting and governmental budgeting; current governmental accounting theory, principles and practices;
 
Internal control procedures; payroll, purchasing and accounts payable functions;
 
Principles and practices of public agency financial management including general and governmental accounting, budgeting, auditing and reporting functions as well as Governmental Accounting Auditing and Financial Reporting (GAAFR), Generally Accepted Accounting Procedures (GAAP), and Governmental Accounting Standards Board (GASB);
 
Financial management software systems;

Applicable city, state, and federal laws and regulations;
 
Principles and practices of employee supervision, including selection, training, evaluation and discipline; principles, practices and techniques of team leadership, supervision, group facilitation, team building, consensus building and empowerment of subordinates;
 
Organizational planning techniques, including staffing, goals and objectives, and work standards development;
 
Administrative principles and practices, including goal setting, program and budget development.
 
Ability to
Coordinate and direct accounting and accounting systems, cash management, debt management and grants administrative programs;

Prepare clear, concise and complex administrative and financial reports; maintain effective financial systems and procedures;
 
Develop effective working relationships with employees, City officials, vendors and the public; Respond tactfully, clearly, concisely and appropriately to inquiries from the public, City staff, or other agencies on sensitive issues in area of responsibility;
 
Utilize various software programs to analyze and maintain large amounts of data;

Analyze and review organizational and management problems and recommend and implement appropriate accounting systems and controls or effective courses of action;
 
Make sound judgments in a manner consistent with essential job duties.
 
Plan, organize, assign, direct, review, and evaluate the work of assigned staff;
 
Exercise sound and independent judgment within general policy guidelines;
 
Prepare and deliver clear, concise and complete oral and written reports and correspondence; Communicate clearly and concisely, both orally and in writing;
 
Establish and maintain effective working relationships with those contacted in the course of work.

EDUCATION AND EXPERIENCE
Any combination of experience and education that would likely produce the qualifying knowledge and ability.  A typical combination is:
 
Education
Bachelor's Degree in accounting, finance, business administration, economics, public administration, or related field is required. A Master's degree, CPA (Certified Public Accountant) License, or CGFM (Certified Government Financial Manager) is highly desirable.
 
Experience
Five (5) years of increasingly responsible professional work experience in financial management operations, two (2) years of which shall have been in a supervisory capacity.

LICENSES AND CERTIFICATES
Possession of a valid Driver's License (Class C) issued from the California Department of Motor Vehicles.

WORKING CONDITIONS
Work is generally performed in an office setting with frequent interruptions, multiple deadlines, complaints, and peak workload periods. Position may require working with the public.
 
PHYSICAL DEMANDS 
Work may include prolonged sitting, as well as light to moderate lifting, reaching, stooping, pulling, pushing, manual dexterity, repetitive hand movement and fine coordination when using a computer keyboard, clear speech, visual and hearing acuity; hear and speak well enough to converse by telephone and in person to be clearly understood. Stamina to work additional hours to meet deadlines.

TESTING PROCESS: Candidates considered to be among the most qualified will be required to participate in a qualification appraisal testing process. This may include oral interviews, assessment exercises, and physical exercises. Passing scores will determine placement on an established eligible list. Eligible lists last approximately 2 years unless abolished sooner. Fingerprints and/or background clearance is part of the testing process.

HIRING PROCEDURE - Applicants must possess the minimum qualifications by the final filing date. Eligible lists are established upon successful completion of the selection process. The candidates must be successful in each part of the testing. To fill each vacancy the hiring department will request names to be certified from the eligible list and will make a selection from this certification list.

MEDICAL-DRUG SCREENING – All positions may be subject to a physical or drug screen issued by a qualified medical physician assigned by the Human Resources Division. Under the requirements of the Drug Free Workplace Act of 1988, the City of Lodi has been designated as a drug-free workplace.

APPOINTMENT - At the time of appointment all candidates will be required to execute an oath of allegiance and complete Form I-9 - Employment Eligibility Verification in compliance with the Immigration and Naturalization Act. United States citizenship is not required. All new appointees are required to successfully complete a probationary period of twelve months.

PAY RANGE - The pay range is shown on the job announcement. Eligibility for the first merit increase is effective after 12 months and for additional merit increases after one year intervals until the employee has reached the maximum step. The City does not participate in Social Security except for the required Medicare contribution.
