POSITION SUMMARY: The City of Lompoc is looking for a dynamic and strategic leader to serve as the PT General (Executive) - Executive Director of the Vandenberg Community Consortium (VCC). This is an “At-Will” temporary, part-time, and non-PERS position.
The role will focus on strengthening collaboration between Vandenberg Space Force Base (VSFB), local governments, businesses, educational institutions, and community stakeholders. The PT General (Executive) classification will be responsible for developing and executing initiatives that drive regional partnerships, economic growth, workforce development, and infrastructure resilience in support of the VCC’s mission.
The following duties are typical of this classification. Incumbents may not perform all of the duties and/or may be required to perform specifically related additional/different duties from those set forth below to address business needs and changing business practices.
- Provide strategic leadership in aligning the goals of the VCC with community, military, and regional economic interests.
- Serve as the primary liaison between VCC members, VSFB, government agencies, businesses, and community stakeholders.
- Develop and execute programs and initiatives that promote economic development, infrastructure planning, and workforce development.
- Advocate for funding and policy support at the local, state, and federal levels to enhance regional opportunities and partnerships.
- Represent the Consortium at public meetings, conferences, and industry events to strengthen engagement and visibility.
- Oversee the fiscal management of the VCC, including budget development, financial oversight, and grant administration.
- Build and maintain relationships with key stakeholders to advance projects that align with the strategic priorities of the Consortium.
- Lead marketing, communications, and outreach efforts to promote the mission and initiatives of VCC.
- Manage staff and consultants, ensuring efficient execution of VCC projects and initiatives.
- Conduct data analysis and reporting to assess the impact and effectiveness of initiatives and make data-driven recommendations.
- Identify and pursue funding opportunities, including grants, sponsorships, and public-private partnerships.
MINIMUM QUALIFICATIONS:
Education & Experience: Bachelor’s degree in public administration, business, economics, urban planning, or a related field. Master’s degree preferred. Minimum of 5 years of experience in executive leadership, economic development, government relations, or a related field. Experience working with military installations, public agencies, or economic development organizations is highly desirable. Proven track record of successfully leading multi-stakeholder initiatives and securing funding through grants or partnerships.
Knowledge, Skills & Abilities:
- Strong understanding of economic development, regional planning, and public-private partnerships.
- Excellent communication and public speaking skills with the ability to engage diverse stakeholders.
- Ability to develop and execute strategic plans, policies, and programs that align with the Consortium’s mission.
- Strong financial management skills, including budgeting and grant administration.
- Demonstrated leadership abilities with experience managing teams and working collaboratively with stakeholders.
- Knowledge of military-community partnerships and familiarity with Air Force and/or Space Force operations and priorities is a plus.
- Proficiency in Microsoft Office, project management tools, and data analysis software.

- At-Will designation refers to full-time employees in certain classifications and all part-time, temporary employees. The unclassified, non-budgeted employee is at-will, has no probationary period, and may be rejected at any time without cause and without the right of appeal.
- Part-time, temporary appointments are "at-will" assignments, not subject to the competitive service process, and serve at the direction and discretion of the assigned department.
- Part-time, temporary appointments are not eligible to receive vacation, holidays, or any other benefits provided to budgeted, regular status employees.
- Part-time, temporary appointments, including PT PERS are eligible to accrue paid sick leave up to 5 days or 40 hours of accrued paid sick leave per year. Any accrued sick leave cannot be cashed out upon termination. (PT Retiree Annuitants are not eligible to accrue paid sick leave.)
- Part-time, temporary appointments can be made for a period of up to 19 hours per week and cannot exceed 1,000 hours worked within one fiscal year without prior approval.
