POSITION TITLE: CRIME ANALYST – Police Department

 

GENERAL STATEMENT OF DUTIES: The Crime Analyst is a non-sworn support position whose purpose is to provide timely and pertinent information relative to crime patterns and trends to assist operational and administrative personnel in planning the deployment of resources for the prevention and suppression of criminal activities, aiding the investigative process, providing timely information which increases the apprehension of offenders and the clearance of cases, developing regular crime bulletins, and conducting and presenting historical analysis on both general and specific crime and calls for service information.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

 

The following essential job functions and examples of duties are illustrative only and are not intended to be all inclusive. At the discretion of the supervisor and/or department director, duties may be modified to address business needs and changing business practices:

 

·         Extracts data from restricted law enforcement records management systems, commercial and open-source databases, social media sites, and offender registries to perform confidential and complex research and analytical work regarding criminal activities and investigations.

·         Develops and maintains proficiencies in tactical, investigative, strategic, and administrative analyses using existing and emergent technologies.

·         Performs daily analysis of police records to identify current crime series, crime trends, and hot spots through review of offense types, suspect descriptions, geographical locations, times of occurrence, modi operandi, vehicle descriptions, and property targeted in support of operational and investigative activities.

·         Provides intelligence, statistical reports, and actionable work products for decision making purposes across all levels of the Department.

·         Assesses and communicates opportunities for proactive policing in support of crime prevention and crime reduction strategies.

·         Provides briefings, responses, and presentations of analytical findings to internal and external stakeholders on analytical findings, criminal activity, and prolific offenders.

·         Participates in the planning and evaluation of proactive and reactive operational plans and enforcement efforts.

·         Monitors regional and national crime trends, emerging modus operandi, potential threats to department personnel and the public, and legal updates relating to law enforcement.

·         Designs, prepares, and disseminates comprehensive and clearly written reports, bulletins, and other analytical products.

·         Represents the Department, acting as a liaison with local, regional, national, and federal partners.

·         Attends local and regional meetings and conferences of law enforcement personnel to communicate and gather information on crime series and patterns, new analytical practices and procedures, and developing tools and technologies.

·         All other duties assigned related to the job.

 

Note: Due to the nature of the work, an employee in this position may be considered essential. Essential personnel are determined by the chain of command, the type of emergency and the human resources needed.

 

SUPERVISION RECEIVED: Works under the direct supervision of the Commander of Investigations. Duties are on-going responsibilities and/or specifically assigned projects; the former generally result from the natural flow of work and are performed within established procedures.

 

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:

 

·         Knowledge of law enforcement operations and procedures.

·         Knowledge of computer data systems, statistical analysis, and mapping software programs. Programs include NCIC/CCIC, Records Management Systems (RMS), GIS Software, open-source platforms such as social media, SQL script writing, SSMS or other database query software, link charting and analysis tools (i.e. i2 Analysts Notebook).

·         Ability to present facts and render opinions to all levels of a public safety organization.

·         Ability to lead work teams, manage projects as assigned, and develop new programs for public safety benefits. Team facilitation skills required.

·         Ability to speak in front of large audiences and convey complex concepts and theories clearly and in a credible manner.

·         Knowledge of principles of statistics and quantitative analysis, qualitative analysis, demographic and social variables affecting public safety.

·         Ability to identify and organize data for analytical purposes and present data in detailed statistical reports or other methods.

·         Ability to compile and analyze data and prepare sound recommendations.

·         Ability to handle routine exposure to crime scene details involving graphic content, photographs, and evidence.

·         Ability to establish and maintain effective working relationships and to work with and display sensitivity towards diverse groups of people.

·         Ability to work in a collaborative manner with public safety personnel.

·         Ability to schedule work for timely completion with minimum supervision.

·         Excellent interpersonal skills, assertiveness, self-confidence.

·         Team player and ability to work independently.

·         Ability to always exercise good judgment.

·         Professional credibility and integrity.

·         Knowledge of police department files and the relationship between the various databases to formulate computer queries.

·         Sound understanding of mapping processes and demonstrated ability to operate GIS software application. Knowledge of cartographic and geographic principles required.

·         Principles and practices of professional and technical writing. Excellent writing skills, English usage, spelling, grammar and punctuation.

·         Ability to successfully complete a polygraph examination, psychological examination, background investigation, and credit and reference checks.

·         Bi-lingual (Spanish-speaking) is a desired qualification.

 

EDUCATION: Associate degree required; bachelor’s degree preferred. Statistics training and education is highly desirable. Knowledge in crime analysis processes and procedures. Relevant professional level work experience as an analyst, preferably in the field of law enforcement, may be substituted for educational requirements.

 

EXPERIENCE: Two years of progressively responsible strategic and administrative crime analysis and/or continuing education in the fields of criminal justice or statistical analysis.

Any equivalent combination of education and experience.

 

Work Environment

Work is performed on an independent basis under general instruction from the Support Services Manager. Work involves time-related pressures and a critical nature of crime reports, changing priorities, frequent interruptions, and a high volume of work. Work involves extensive police contacts.


Physical Demands

Work is done primarily at a computer workstation, requiring use of typical office equipment such as a computer, laptop, and photocopier.

 

Position Type and Expected Hours of Work

This is a non-exempt full-time position, working 40 hours per week. The City of Lone Tree’s business hours are Monday through Friday, 8:00 am to 5:00 pm.
Actual work schedule will be determined upon hire.

Salary : $58,025 - $86,932
