Definition:
Provide technical and business expertise for the development, enhancement, configuration and support of the Utility systems. Implements and supports asset management system, integrations and mobile data programs, including installation, configuration, testing, monitoring and troubleshooting. Assist in the implementation and management of new systems, including a Meter Data Management System, a Customer Information System and a Customer Self-Serve Portal. Assist in integrating new systems to the existing Automated Metering Infrastructure and asset management systems. The position is responsible for the application security process, user set-up, role and privilege definition, security permissions and overseeing installation and upgrades of software packages. Must be able to analyze complex processes, work in cooperation with subject matter experts, identify areas for improvement and recommend solutions. Software coding skills are vital to the success of this position.
In addition, perform a wide variety of technical work in the analysis, design, programming, testing, installation, integration, and maintenance of existing legacy applications as well as ad hoc programming requests to meet organizational needs.
Principal Duties:
- Provide hands-on support (applying patches. routine maintenance. and upgrades) and troubleshooting (error tracking and resolution) of a variety of business applications to preserve and continuously improve the stability and availability of these systems. This requires the understanding of information technology infrastructure components like databases, networks, workstations, servers, firewalls, cloud computing and data centers in order to be able to collaborate with IT system administrators to keep normal levels of operations for these programs.
- Coordinate with software vendors on upgrades, troubleshooting and system diagnostics.
- Install applications and firmware. Perform basic system configuration changes. Manage user set-up, roles and privileges.
- Prepare program and procedural documentation, training notes, and help text. Conduct training of users on systems.
- Assist mapping staff with GIS/CMMS integration issues and installs.
- Provide department staff with data analysis products using SQL Server Data Tools, SQL Server Management Studio and Excel validation and analysis tools. Also manage email subscriptions for user data needs.
- Works with users at all levels to analyze work processes and design requirements necessary to program new systems or update systems including systems analysis, design, testing and implementation.
- Develop reports, and queries in a variety of formats using SQL Server Reporting Services and other report/query generation. Publish reports and integrate with department applications using existing user's groups and permissions structures. Develop and maintain report subscriptions for automated report delivery to users.
- Assist staff in the development of key performance indicators for dashboards, workflows, and workspace configuration for systems.
- Learns a variety of new software and enhancements and maintains current knowledge of trends, developments and products in the software field for the purpose of providing technical support to users, developing City applications, and informing department staff and management of trends to assist in decision making on hardware and software purchases and software development.
Working Environment:
Problem-solving skills, frequent reading, reasoning, customer contact, multiple concurrent tasks, and constant interruptions. Requires the ability to communicate effectively in English both orally and in writing. Work must be done while working closely with others including both co-workers and users. Frequent light lifting and carrying (up to 30 pounds.), pulling, pushing, reaching, walking, standing, and bending/stooping. Occasional sitting, climbing, twisting, kneeling, squatting, and driving. Periodic travel to other City departments.
Qualifications:
Any combination of education and experience equivalent to the completion of a bachelor’s degree from an accredited college or university with major coursework in computer science or a closely related field and three or more years of experience with SQL databases and programming. Preference will be given to experience with ESRI Geographic Information Systems and electric utility systems. Special Qualifications: Possession of a valid Colorado Driver’s License.
