A Management Analyst performs professional staff work by researching, assembling, analyzing, and interpreting data and by preparing correspondence and reports with recommendations to management on a wide variety of administrative, fiscal, grants, budgetary, personnel, legislative and managerial problems; may supervise or act as a lead worker to staff involved in a central agency, operating department, or bureau administration; and does related work.
One year of full-time paid professional experience as a Management Assistant or in a class which is at that level performing duties in budgetary and grants analysis and control, legislative analysis, administrative analysis and research, systems and procedures analysis, departmental administration, personnel administration or accounting; or
Two years of full-time paid experience as a Management Aide with the City of Los Angeles; or
One year of full-time paid experience with the City of Los Angeles as a Chief Clerk or in a clerical class at that level; or
Three years of full-time paid experience with the City of Los Angeles as an Executive Administrative Assistant or in a clerical class at that level; or
Graduation from an accredited four-year college or university and one year of full-time paid professional experience performing budgetary and grants analysis and control, legislative analysis, administrative analysis and research, systems and procedures analysis, human resources administration or accounting.
Applicants who have at least six months of the experience specified in Requirement #1 may substitute a master’s degree in Business Administration, Public Administration, Computer or Information Sciences, Social Science, Psychology, or in a closely related field from an accredited college or university for the balance of the one-year experience requirement.
A bachelor’s degree from an accredited four-year college or university may substitute for one year of full-time paid experience as a Management Aide in Requirement #2.
PROCESS NOTES
Applicants who lack six months or less of the required experience may file for this examination. However, they cannot be appointed until the full experience requirement has been met.
Some positions may require a valid California driver’s license. Candidates may not be eligible for appointment to these positions if their record within the last 36 months reflects three or more moving violations and/or at-fault accidents, or a conviction of a major moving violation (such as DUI).
For qualifying work experience gained with the City of Los Angeles in Requirement #1, the term “professional experience” applies to positions that require possession of a degree from an accredited four-year college or university in order to obtain that position. Therefore, to be considered “professional,” experience must be gained in positions after obtaining a four-year degree.
For qualifying work experience gained outside of the City of Los Angeles in Requirement #5, the term “professional experience” applies to positions that require possession of a degree from an accredited four-year college or university in order to obtain that position. Therefore, to be considered “professional”, non-City qualifying experience must be gained in positions after obtaining a four-year degree.

In accordance with Civil Service Rule 4.2, all applicants who apply may not be tested in this examination. To meet anticipated hiring needs, only a limited number of qualified applicants will be invited to participate in the selection process in the following order: 1) Los Angeles City Promotional applicants who meet the minimum requirements. You must have received a regular appointment to a City position or be on a reserve list to apply for this examination as a promotional candidate; 2) Applicants currently employed by the City of Los Angeles on a part-time or exempt basis who meet the minimum requirements; 3) Remaining applicants who meet the minimum requirements in sufficient numbers to meet hiring needs based on a random sampling of those qualified candidates. Applications submitted during the filing period may be kept on file in the event that additional applicants need to be tested to meet hiring needs.

Interview - 100%
The examination will consist entirely of an evaluation of professional and personal qualifications by interview. In the interview, emphasis may be placed on the nature and adequacy of the candidate’s experience, training, and personal qualifications, as they have provided the background necessary to perform a wide variety of administrative, fiscal, grants, budgetary, legislative and managerial duties; including knowledge of: applicable provisions of the City Charter, Administrative Code, especially Section IV (Employment), Memoranda of Understanding, and employee assistance programs; budgetary practices and procedures, including budgetary concepts, principles, terminology, documents, and preparation practices; authority, responsibilities, and interrelations of the Mayor, Council, City Attorney, City Clerk, City Administrative Office, and their offices; basic statistical concepts and arithmetic computations; the ability to: identify problems, obtain necessary data, and evaluate and make logical recommendations; prioritize work; work independently; initiate assignments independently; utilize basic personal computer applications, such as those used for word processing, spreadsheets, graphics, and databases; interact tactfully and effectively with department managers, supervisors, other employees, and individuals from outside City service; apply the basic principles and practices of supervision, including discipline, motivation and team building and equal employment opportunity guidelines; prepare clear and concise written reports; communicate orally on a one-to-one and group basis; use charts, graphs tables, and computer printouts; read and interpret a wide range of legal, fiscal, and technical documents and make logical recommendations; and other necessary skills, knowledge, and abilities.
Prior to the interview, candidates will be required to prepare some written material related to the duties and responsibilities of a Management Analyst. This essay material will not be separately scored, but will be presented to the interview board for review and consideration, which may include discussion, in the overall evaluation of the candidate. Those who do not complete the advisory essay will not be invited to the interview and will be considered to have failed the entire examination. To be considered complete, the advisory essay must include a substantive response for each question or problem included in the advisory essay for which a candidate is required to provide an answer. Please note that candidates must complete the advisory essay and meet the minimum qualifications as stated on this bulletin in order to be considered further in the examination process.
The advisory essay will be administered on-line. Candidates invited to participate in the examination will receive an e-mail from the City of Los Angeles outlining the specific steps needed to complete the on-line advisory essay. Applicants will be required to complete the on-line advisory essay between MONDAY, AUGUST 21, 2023 and MONDAY, AUGUST 28, 2023. Candidates who fail to complete the advisory essay as instructed may be disqualified.
Candidates will be notified later by e-mail of the date, time, and location of the interview, which may be held in Los Angeles or on-line. It is anticipated that interviews will begin during the period of MONDAY, SEPTEMBER 11, 2023 and FRIDAY, SEPTEMBER 29, 2023.

In conjunction with Civil Service Rules, applicants who are current eligible City employees or are on a reserve list will be considered Promotional candidates while all other applicants will be considered Open candidates.
The promotional list will ordinarily be used ahead of the open competitive list. However, if open candidates receive a higher score, without military credits, than the highest available promotional candidate, after adding seniority credit at the rate of 0.25 of a point for each year of continuous classified City service in those classes which provide qualifying experience for this class, the Civil Service Commission, upon request of the appointing authority, may approve certification of such open competitive candidates ahead of the promotional candidates.
In accordance with Civil Service Rule, Sec. 4.24, review periods may be combined. Candidates in the examination process may file protests as provided in Sec. 4.20, 4.22 and 4.23 as applicable and within the required time frame; however, the Personnel Department may respond to and resolve protests prior to the establishment of the eligible list.
