Job Summary:

The Water Efficiency Coordinator leads, manages, plans, develops, and implements the Loveland’s Water Efficiency Plan and Conservation Programs. This role supports Loveland Water Utility regulations, oversees water conservation initiatives, and contributes to the city's drought management planning and efforts. The position involves collaborating with consultants, staff, city council, boards, and the public to promote water efficiency and sustainable water resource practices.

The salary range for this position is $84,000.00- $113,400.00 per year with a hiring range of $84,000.00 - $98,700.00, depending on qualifications and experience.

Essential Functions

  • Plan, develop, implement, and manage water conservation programs and initiatives
  • Lead, manage, and oversee the Loveland Water Utility Water Efficiency and Conservation Program to support city regulations
  • Lead and facilitate internal water efficiency team (WET) meeting
  • Help manage the water resources team's budget, tracking and analyzing expenses related to grants and projects to ensure compliance and optimize financial resource allocation
  • Analyze and track water usage data to identify trends, measure program effectiveness, and make recommendations for improvement
  • Provide technical assistance and support to residents and businesses on water conservation measures and technologies
  • Conduct meetings and presentations with various groups, including city departments, community groups, and external partners, to enhance water conservation efforts
  • Prepare reports and presentations on water conservation activities and achievements
  • Assist in developing policies and strategies to achieve city water conservation goals
  • Write and submit grant proposals to secure funding for water conservation and resources initiatives
  • Manage and report on the progress and outcomes of funded projects
  • Review and evaluate irrigation and landscape plans to ensure they meet established standards and comply with local, state, and federal regulations
  • Collaborate with project teams to identify and address any discrepancies in irrigation and landscape designs, ensuring adherence to water conservation and sustainability goals

Other Job Functions

  • Works collaboratively with other departments, divisions, external partners, and stakeholders as instructed
  • Pursue continuing education in the water efficiency industry through attending conferences, classes, webinars, and completing courses and certifications
  • Serves on cross-functional teams as assigned
  • Perform other duties as assigned

Qualifications

Education:

  • Bachelor's Degree in Environmental Sciences, Water Resources, Engineering, or a related field required.
  • Graduate Degree in Environmental Sciences, Water Resources, Engineering, or a related field preferred.

Required Experience

  • 5 years experience in water conservation, water resources, or a related field required.

Preferred Experience

  • Working in a municipal or public sector environment.
  • Knowledge of Colorado water rights and regulations.
  • Experience in drafting and developing water-related plans, such as water efficiency plans, municipal water management plans, and other regulatory or strategic water resource documents.
  • Experience in reviewing and evaluating irrigation and landscape plans for compliance with established standards and regulations.
  • Experience collaborating with project teams to ensure irrigation and landscape designs align is highly desirable.

An equivalent combination of education and or experience may substitute for education requirements on a year for year basis.

Certifications

  • Valid driver's license and the ability to travel as needed.
  • Certification in Water Management or related fields.
  • Project Management certification or training, highly desirable.

Knowledge, Skills, And Abilities

  • Preferred knowledge of basic hydrology and conservation principles
  • Municipal water-use efficiency plans, statewide water management, and Colorado water law
  • Familiarity with land and city development processes and codes
  • Knowledge of statistics, analytical methods, and ArcGIS
  • Excellent written and verbal communication skills
  • Proficient in customer service, planning and preparation, and leading and coordinating meetings
  • Proficient with office support software including Microsoft Office 365, and collaborative tools such as SharePoint, Teams, and Zoom
  • Demonstrated public speaking skills, including presenting technical information to a diverse audience
  • Strong collaboration skills, including the ability to work with others from different areas and backgrounds to reach a common goal
  • Professional technical and report writing skills
  • Outstanding project management skills and professionalism
  • Demonstrated ability to research and secure grant funding
  • Ability to develop and maintain water use reports, conservation and educational performance records, and water use files and databases
  • Exhibit strong computer and analytical skills with knowledge and understanding of how to use ArcGIS and similar programs to process and present large amounts of data
  • Advanced Excel skills
  • Strong character, ethics, and a high standard of performance
  • Strong skills in data analysis, with the ability to interpret and synthesize complex data sets related to water resource management
  • Experience in tracking and monitoring project metrics, using data to drive informed decision-making and optimize resource allocation

Physical Demands And Working Conditions

  • Frequent light to moderate physical effort that includes frequent standing or walking or maintaining arms and hands in the same position for repetitive tasks. Frequently works with light objects and light hand tools.
  • Occasional exposure to hazards that are predictable or well protected against.
  • Occasional exposure to heat and noise along with working outside in the elements.
