Summary

Under the direction of the Human Resources Director, assists with the leadership, management and administration of the Human Resources Department's operations and assigned programs and functions; leads and manages the Human Resources Department in the absence of the Director; supervises the daily operations of the office.

Essential Functions

  • Responsible for developing and executing an internal communications strategy in coordination with the Communications and Public Engagement Department to ensure operational efficiency and support through leadership.
  • Assists with the direction of all the daily activities of the Human Resources Services including recruitment, employee drug and alcohol testing, annual performance review, unemployment claims, and other projects as assigned.
  • Assists the Director with short and long-range planning; leads staff initiatives to study, analyze, and document procedures in areas of compensation/classification and policy development to improve efficiency and effectiveness of operations; prepares reports, makes public presentations, and responds to questions.
  • Provides guidance and direction on appropriate courses of action regarding various policies, employee concerns or misconduct and assists with the creation of performance related documentation; counsels with supervisors, manages complaints/grievances from employees, conducts interviews and investigations as assigned; assists with disciplinary/termination hearings with the Director and in the Human Resource Director's absence.
  • Maintains salary administration system and methods; enforces salary and wage policies and procedures per City policy; assists with the City's annual salary survey, analyzes results and recommends pay adjustments; accordingly, conducts job analysis and maintains current job descriptions.
  • Acts on behalf if the Director in his/her absence and provides backup support for the Civil Service Director, board and staff.
  • Performs other related duties as assigned.

Qualifications

Required


  • Bachelor’s degree in human resource management, Business/Public Administration, or a related field from an accredited institution; and seven (7) years of progressively responsible experience in human resources or administration.
  • Familiarity with Classification and Compensation practices.
  • Must possess a valid State of Texas Driver's License.
Preferred
  • Master’s degree in business administration, Public Administration, Human Resources or a related field.
  • Current certification in Classification and Compensation.
  • Current certified human resources profession credentials from ICMA, SHRM or HRCI; or the ability to obtain within one (1) year of employment.

Knowledge and Abilities

Knowledge of:


  • Broad understanding of Human Resources operational characteristics, services and activities of human resources, including recruitment, employment services, classification and compensation, benefits, employee relations, customer service and training and organizational development.
  • Methods and techniques of implementing special projects one or more of the following: tailored training programs, human resources information systems, compensation, classification and benefits studies, prohibited conduct investigations, reduction in force and related human resources issues.
  • Mandated rules and regulations governing personnel programs including FLSA, ADA, EEO, affirmative action, ERISA, and related legislation.
  • Pertinent Federal, State and local laws, codes and regulations
  • Chapter 143 Civil Services Rules and Regulations

Ability/Skill to:
  • Oversee and participate in the management of a comprehensive human resources program.
  • Oversee, direct and coordinate the work of subordinate employees.
  • Participate in the development and administration of division goals, objectives and procedures.
  • Prepare clear and concise administrative and financial reports.
  • Analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals.
