Job Summary
The Director is the head of the Human Resources Department for Ector County government, overseeing all employment- and insurance-related procedures, including: payroll processes; classification and compensation programs; retirement program; unemployment insurance; workers comp insurance; administration of County health/dental/vision/stop loss and life insurance programs; as well as, general liability/property insurance/public officials' liability/law enforcement liability/auto coverage; and administration of County Risk Management Program, including the Safety Program. The Director is responsible for developing the budget and monitoring expenditures for Personnel, Payroll and Insurance Departments; oversees analysis and classification of risks as to frequency and potential severity to measure financial impact on County government. Ensures RFPs are prepared and quotes for insurance and employment services are sought on a regular basis to maintain competitive prices. The Director serves as the central point of contact for all public and employee information and education programs. Develops and monitors County personnel policies and manuals; informs officials of laws/acceptable practices; keeps current on laws affecting employees/policies; and investigates or arranges for investigation of harassment or discrimination complaints. Serves as the EEOC Officer for the County, Grievance Officer for Harassment Policy and HIPAA Privacy Officer. Supervises all Human Resources Department staff. Ector County has over 700 employees assigned to over 40 different departments. Ector County is looking for an experienced professional with deep knowledge of all matters concerning HR departments. The Director should be able to manage programs and lead staff while also possessing a strong strategic mindset. Responsibilities and Duties
- Oversees all HR initiatives, systems and tactics
- Develops County-wide plans for a variety of HR matters such as compensation, benefits, health and safety, etc. as requested or directed by Commissioners Court
- Acts to support the human factor in the organization by devising strategies for staffing, training and development, etc.
- Participates in planning, developing and execution of policies and procedures for County departments
- Monitors adherence to internal policies and legal standards
- Responsible for all aspects of supervision of HR personnel and provide guidance
- Addresses grievances and violations recommending disciplinary action, when required
- Uses knowledge and judgment necessary to meet the needs of the County departments
- Prepares and manages budget for Personnel, Payroll and Insurance Departments
- Anticipates and resolves litigation risks
- Reports to the Commissioners Court regarding matters of concern

Required Qualifications and Skills
- Bachelors Degree in Human Resources, Business Administration or relevant field
- Over seven years proven experience in the field of Human Resources, including a combination of experience in policy development, recruiting, classification and compensation, employee training, insurance and risk management to provide the required knowledge, skills and abilities.
- Over 10 years experience in same or similar job may be substituted for college degree, with 5 years progressively responsible experience in personnel administration, 3 of which must have involved supervision
- Budgetary experience
- Public speaking experience, as well as excellent communication skills, both verbal and written
- Full understanding of the way an organization operates to meet its objectives
- Ability to be diplomatic, yet firm, with high ethical standards
- Excellent organizational and leadership skills
- Texas driver's license with insurable driving record
- Prefer certification as a Senior Professional in Human Resources (SPHR)
