What are the responsibilities and job description for the Storm Water Inspector position at City of Lubbock, TX?
Summary
Inspects construction sites and industrial facilities for compliance with City of Lubbock stormwater ordinances, state, and federal regulations. Required to read the Stormwater Pollution Prevention Plans (SWP3) to determine compliance of contractors in process of construction. Required to read, understand and keep up with the TCEQ Texas Pollutant Discharge and Elimination System (TPDES) Construction General Permit (CGP) and any changes that occur. Required to read and understand the Municipal Separate Stormwater Sewer System (MS4) permit for the City of Lubbock.
Essential Functions
- Schedule field inspections for general construction and industrial facilities in an assigned area;
- Inspect various aspects of general construction sites and industrial facilities to assure compliance with local stormwater ordinances, state, and federal regulations;
- Record inspections and maintain records of inspections made; note violations and/or problems encountered;
- Inform citizens, property owners, contractors, builders and supervisors of stormwater violation and administrative enforcement remedies;
- Interpret local, state and federal regulations, permits and ordinances and explain such to the public, builders/developers and subcontractors;
- Respond to hazardous material, chemical, wastewater or other spills to provide technical advice and assistance;
- Directly reports to the Senior Storm Water Inspector for inspection and enforcement matters;
- Perform related duties as directed.
Qualifications
Completion of two years of college coursework with an additional one to two years of experience in construction, inspecting or a related technical work. Related experience or certifications may substitute for education requirement on a year-to-year basis.
Valid Texas Driver's License
Obtain Qualified Compliance Inspector of Stormwater Certificate (QCIS) and/or CESSWI within 18 months of employment.
Must obtain 40-hr HAZWOPER within 12 months of hire.
Knowledge and Abilities
Knowledge of:
- Federal, state, and local regulations pertaining to municipalities;
- State and local regulations and permits related to stormwater management and compliance;
- Construction and industrial facility stormwater & erosion control methods and practices;
- Construction site and industrial facility stormwater inspection techniques;
- Microsoft Office;
- GIS maps preferred.
- Supervise the work of others;
- Conduct thorough inspections and document findings accurately;
- Read and interpret plats and stormwater pollution prevention plans;
- Explain violations of ordinances to contractors and business owners and the public;
- Communicate effectively with others both orally and in written forms;
- Operate computer and field related equipment;
- Use standard office software and inspection software;
- Manage multiple tasks and prioritize effectively;
- Be able to adapt to changes as needed,
- Occasionally lift and carry up to 25 pounds;
- Continuously walk and stand during the shift;
- Frequently bend and kneel during the shift;
- Frequently climb ladders, scaffolding, stairs, and other inclined surfaces;
- Frequently push and pull objects;
- Frequently flex upper trunk forward at the waist and partially at the knees;
- Occasionally rotate upper trunk to the left or right while sitting or standing;
- Place arms above, at or below shoulder height;
- Coordinate eye, hand and foot movement in order to operate a vehicle.
