DESCRIPTION
The Human Resources Specialist is responsible for administering essential HR functions for the City, including managing property coverage, processing insurance claims, coordinating workforce-wide training programs, leading departmental projects, and overseeing Civil Service activities. This position requires strong organizational, communication, and problem-solving skills to work effectively with employees, city leadership, and external partners, ensuring accurate HR services and compliance with laws and policies.
QUALIFICATIONS
- High school diploma or GED equivalent required.
- Additional education or certification in human resources or a related field is preferred.
- Previous experience (2 years) in clerical or administrative roles is required, preferably in a human resources or municipal government setting.
KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of municipal government operations, risk management practices, and HR principles.Knowledge of Microsoft Office Suite, human resource information system (HRIS), and similar computer applications.Skilled in interpersonal, verbal, and written communication.Ability to be detail-oriented with a high degree of accuracy, along with strong organizational and time management skills.Ability to work in a fast-paced environment, prioritize, and perform under pressure.Ability to handle sensitive and confidential information with discretion.Ability to sit for extended periods and perform computer-based work. Occasional lifting of up to 20 pounds may be required.MAJOR DUTIES
Ensure all city property is accurately listed and maintained on the TMLIRP (Texas Municipal League Intergovernmental Risk Pool) property coverage schedule.Conduct regular audits of city property and liaise with the Risk Pool to address discrepancies or updates.File property, auto, and general liability claims for the city.Monitor claim patterns and trends to identify cost drivers and potential risks.Develop and implement proactive solutions, including targeted training programs and process improvements, to mitigate costs and enhance overall efficiency.Work closely with insurance adjusters to ensure timely repairs, settlements, and resolutions.Maintain detailed records of all claims and communicate updates to relevant city departments.Develop and deliver training programs for employees and supervisors to enhance knowledge, skills, and compliance with city policies.Lead departmental projects and initiatives as assigned by the Human Resources Director.Assist with the Civil Service Commission by preparing agendas, coordinating meetings, and maintaining compliance with statutory and regulatory requirements.Ensure all Civil Service documentation and records are organized and retained appropriately.Collaborate with HR team members to implement and improve HR processes and procedures.Maintain confidentiality and handle sensitive information with discretion and professionalism.Comply with all department and company policies, procedures, and regulations.Perform other duties as assigned.This position is an essential service position and will require providing services during emergency situations.
