Family Partnership Meeting Facilitator


Lynchburg Human Services is seeking enthusiastic, dedicated, professional candidates for the Family Partnership Meeting (FPM) Facilitator position. The position involves working closely with Child Protective Services, Ongoing Services, Foster Care, and Adoption to partner with families to increase the safety, permanency, and well-being of children and youth served in the City of Lynchburg.

Program Coordinator (State DSS Equivalent Title)

Essential Duties

ESSENTIAL DUTIES AND RESPONSIBILITIES Other duties to provide direct or indirect service to the citizens may be assigned.

The successful candidate will join a Child Welfare team that is diverse and dedicated to making Lynchburg City, and the Commonwealth of Virginia, a Kin-First Culture.

The FPM facilitator is responsible for facilitating Family Partnership Meetings for the City of Lynchburg's Human Services Department with the goals of:
Developing a plan that acknowledges safety, permanency and well-being for children and families.

Increasing family engagement, particularly kinship work, in all child and adult welfare practices.

Promoting collaboration amongst families, staff, and service providers for successful plan implementation. Facilitate the FPM as an impartial person respecting diverse family cultural, ethnic, and religious beliefs and values.

Additionally, the candidate is expected to use solution focused, strengths-based and trauma-informed perspectives and strategies for accomplishing the goals.

Major responsibilities include:
Preparing family members and service providers for the FPM to include explaining the process, purpose and the values underlying the approach.

Coordinating meeting times to coincide with critical and prompt service delivery.

Ensuring adequate space availability for meetings.

Contacting parties to be invited and soliciting additional family and/or community partner participation.

Assisting in addressing family members concerns prior to the FPM and identifying family goals to be included in the family plan.

Diffusing conflict and promoting permanency and safety of children involved for successful development of a safety and permanency plan.

Prepare written documents and case notes respecting the dignity and worth of individuals.

Attending pre family partnership meetings with the caseworker, the guardian-ad-litem and other parties as needed.

Listen actively to gather and analyze pertinent and relevant information. Communicate information and ideas orally and in writing with great clarity that promotes understanding. Negotiate skillfully to resolve issues objectively. Organize and plan skillfully. Establish and maintain cooperative working relationships with family members, agency staff, and community partners. Work non-traditional hours to meet the needs of families served. Be a part of the agency’s Community Engagement Committee.

EDUCATION AND EXPERIENCE


Bachelor's degree in a Human Services field or related area supplemented with work experience in the assigned program areas or any equivalent combination of training and experience which provides the required knowledge, skills and abilities.

Knowledge- Working knowledge of: principles and practices of assigned human services programs; occupations and activities characteristic of assigned program services; program practices, techniques, and methods; project management processes and techniques; local service agencies and organizations and departmental programs and activities; program management and development; laws, regulations, policies and standards related to the program; program goals and objectives; program terminology, principles and methods utilizes in the program; and human behavior.

Skills- Operating a computer to enter, retrieve or modify data; and the use of word processing, spreadsheet, database, desktop publishing, e-mail, Internet, or other computer programs.

Abilities-Demonstrated ability to: communicate effectively both orally and in writing; gather and interpret data, reach logical conclusions and present findings and recommendations; assess program and staff needs; plan, coordinate and evaluate program activities; train, advise, direct and evaluate others on the program requirements; maintain effective working relationships with others; identify problems and needs and assess services in problem solving; interpret and apply regulations and procedures; conduct effective training; public speaking; interact professionally with a diverse group of people; produce meaningful, clear, and concise documents with the proper grammar and usage; organize and prepare statistical records; perform mathematical calculations; and read understand, and interpret program/technical reports and related materials.

Additional Requirements

Possess valid driver's license issued by the Commonwealth of Virginia and acceptable driving record according to City criteria. View City's Driving Criteria.

Must satisfactorily complete criminal background check, drug and alcohol screen and Child Protective Services Registry check.

Must successfully complete IS100 and IS700 National Incident Management (NIMS) training within 90 days of employment. May also be required to complete higher levels of NIMS training as determined appropriate for the position.
