Definition

There is currently one (1) regular vacancy within the Finance & Administration Department.

This position may be filled at the Senior Accounting Technician or the Accountant level

depending on the qualifications of the individual selected and the business needs of the department.

Salary Range :

Senior Accounting Technician G-46 (LEA General) $5,842 - $7,105

Accountant M-55 (LEMG Management) $6,893 - $8,539

IDEAL CANDIDATE

FILING DEADLINE

WORK SCHEDULE

This position is a benefited, general / management, full-time, working hours to be assigned at the discretion of the Finance Director. Candidates may be required to work irregular hours, various shifts, weekends, holidays and / or on-call status.

Senior Accounting Technician

DEFINITION

Under general supervision, to perform the more technical and detailed accounting work in the maintenance of the City's general ledger, accounts receivable and fixed asset systems; serve as a liaison to other City Departments on issues relating to the maintenance of the City's financial accounting system; and to do related work as required.

DISTINGUISHING CHARACTERISTICS

This is the advanced journey level class in the Accounting Technician series and is distinguished from the Accounting Technician class in that more complex and specialized duties are assumed at this level.

SUPERVISION RECEIVED / EXERCISED

Receives general supervision from the Senior Accountant or Finance Director.

Accountant

DEFINITION

Under the general direction of the Finance Director, performs professional accounting work including the maintenance and review of financial records; prepares various reports and financial statement; and performs a variety of technical tasks and duties as required.

Examples of Duties

Senior Accounting Technician

ESSENTIAL FUNCTIONS (include but are not limited to the following)

  • Maintain and monitor technical aspects of the financial accounting system in coordination with Information Systems Department.
  • Supervise and participate in month-end and year-end close of financial accounting system.
  • Supervise the preparation and audit of supporting documentation ensuring that all entries and adjustments are properly authorized and entered into the accounting systems.
  • Supervise input and output controls surrounding the general ledger system and subsystems.
  • Recommend and implement changes in accounting systems or procedures.
  • Coordinate with Information Systems Department and / or external contract programmers all system modifications and program enhancements to financial accounting systems as necessary.
  • Recognize, anticipate and / or analyze potential problems with the general ledger system and subsystems.
  • Answer questions and provide training to other City Departments on procedures in preparing accounting transactions and use of financial accounting systems.
  • Train staff the financial / accounting and procedures within the series.
  • Create and edit complicated spreadsheets using EXCEL software.
  • Perform other related duties as assigned.

Accountant

ESSENTIAL FUNCTIONS : (include but are not limited to the following)

Maintain a complete set of records of financial transactions by overseeing, reviewing, and entering transaction details in the financial system; ensure all account summary information equals control account balances; reconcile cash and balance sheet accounts; review revenue and expense accounts; reclassifies accounting transactions into proper account classifications; ensure that pre-established accounting controls are applied to balance sheets, fund accounts and special accounts according to generally accepted accounting principles; prepares periodic reports of revenue and expense performance, asset balances, cash balances, accounts payable, accounts aging summaries, and all other accounts that contribute to a complete accounting of activity; prepares accounting reports documenting adjustments to account balances, detailing the transaction trail for audit purposes; assists internal and external auditors with the review of financial records and transactions; prepare and / or audit necessary journal entries; prepare and audit bank reconciliations; review integrity of the reconciliation such as open items and accounts balances; assist in department accounting functions including accounts payable and payroll.

Senior Accounting Technician

Knowledge of :

  • Governmental accounting systems, procedures and regulations.
  • Accounting and business law terminology.
  • Mathematical techniques and concepts involving collection, organizing, interpreting, summarizing and analyzing numerical data.
  • Automated accounting systems and interaction with other on-line and batch systems.
  • Modern office practices, procedures and equipment related to the maintenance of financial records and accounting transactions.
  • Ability to :

  • Perform a wide variety of difficult and responsible financial / accounting duties.
  • Understand and interpret the principles, laws and procedures involved in the bookkeeping and auditing functions.
  • Gather and analyze a variety of financial data and draw logical conclusions. Detect fiscal record keeping errors rapidly and efficiently.
  • Communicate effectively with the public and staff in other departments and explain difficult and / or complex accounting systems or procedures.
  • Accountant

    Knowledge of :

    Thorough technical knowledge of methods and techniques of auditing; pertinent federal, state and local laws, codes and regulations; modern and complex principles and practices of general and fund accounting; principles of general ledger; methods and techniques of governmental accounting and finance practices; maintain and prepare a variety of complex financial and accounting records.

    Ability to :

    Analyze and resolve technical financial issues; apply accounting principles and procedures to a variety of transactions; perform a variety of professional accounting duties; prepare accurate and complete accounting transactions; and research data and prepare clear and concise financial reports.

    Requirements

    Senior Accounting Technician

    Any combination of training and experience, which provides the required knowledge, skills, and abilities. A typical way to obtain the knowledge and abilities is :

    Experience :

    Five years of progressive technical work in the area of financial record keeping or bookkeeping within a large, complex organization to demonstrate possession of the required knowledge and abilities. Experience within a public sector is highly desirable.

    Education :

    Equivalent to an Associate of Arts degree from an accredited university or college with an emphasis in Accounting, Finance or a related field.

    SPECIAL REQUIREMENTS

    Possession of a valid California Class C driver's license issued by the California State Department of Motor Vehicles and a good driving record.

    Accountant

    Experience :

    Minimum of three (3) years of increasingly responsible professional accounting and auditing experience.

    Education :

    Graduation from an accredited four-year college or university with a degree in accounting.

    Special Requirements :

    Must possess an acceptable financial history. Possession of a valid California Class "C" driver's license issued by the California State Department of Motor Vehicles and good driving record.

  • Retirement- Effective January 1, 2013,new members to CalPERS or an agency with CalPERS' reciprocity will be subject to the provisions of the Public Employees' Pension Reform Act of 2013 (PEPRA) and will receive 2% @ 62 benefit formula. Employees who are current members of CalPERS or an agency with CalPERS' reciprocity, or who have less than a six month break in service between employment in a CalPERS (or reciprocal) agency and employment with the City will be enrolled in the3% @ 60 benefit formula. All employees are required to pay the full employee contribution to CalPERS.
  • Medical Insurance- The City's contribution is capped at $1,278.40 per month towards any medical plan selected by the employee and his / her eligible dependents.

    Dental / Vision Insurance - Covered at 100% by the City.

    Short-Term Disability - Covered at 100% by the City.

    Long-Term Disability - Covered at 100% by the City.

    Life Insurance- $50,000 Life and AD&D covered at 100% by the City.

    Deferred Compensation- The City offers the CalPERS and Nationwide Retirement Solutions 457 plans.

    Vacation- Accrues two weeks each year with increases based on years of service.

    Sick Leave- 96 hours annually.

    Other Leave- 10 paid holidays and 4 days floating holiday leave.
