There is currently one (1) regular vacancy with the Finance & Administration Department.  
This position may be filled at the Payroll Specialist or the Accounting Technician level 
depends on the qualifications of the individual selected and the business needs of the department.

Salary Range:
Payroll Specialist (LEA General-46) Confidential $5,842.20 - $7,105,35 Monthly
Accounting Technician (LEA General-38) $4,688.48 - $5,698.86 Monthly
 
IDEAL CANDIDATE

FILING DEADLINE

WORK SCHEDULE
This position is a benefited, full-time, position working hours to be assigned at the discretion of the Finance Director. Candidates may be required to work irregular hours, various, shifts, weekends, holiday and/or on-call status. 

Payroll Specialist
Under general supervision of a departmental supervisor or manager, to perform lead accounting duties related to the analysis and operation of payroll data and the payroll system; to plan, process and coordinate the City's payroll functions; to initiate and compile documents to complete payroll-related transactions; to input a variety of information such as hours worked, salary adjustments, direct deposits and voluntary deduction information; to process documents and information of a confidential and/or sensitive nature; to resolve complex and difficult payroll issues, and do related work as required.

DISTINGUISHING CHARACTERISTICS

The position allocated to this class performs in a lead capacity and exercises a considerable degree of initiative, tact and mature judgment in the performance of a variety of accounting related duties for the operation of all payroll-related transactions, reporting, auditing, and responses to outside agencies.  The incumbent must possess the requisite experience and knowledge of the financial system and internal policies, applicable laws and regulations as well as bargaining unit provisions.  Diplomacy and confidentiality is necessary to interact with the others on sensitive matters.  Duties are performed under minimal supervision and a high degree of independence within established procedures.  Supervision may be exercised over lower level administrative or technical staff. 

  

Accounting Technician
Under general supervision, to perform difficult and technical account clerical work required in the preparation and maintenance of accounting, purchasing, budgetary and fiscal records, and to do related work as required.

Payroll Specialist

The duties and responsibilities listed below are intended to provide a representative list of the various types of work that may be performed. Specifications are not intended to reflect all duties performed within the job class, and incumbents may expect to perform other related duties.


Plans, processes, and coordinates the City's payroll functions; identifies and troubleshoots payroll processing problems and coordinates efforts to resolve problems; performs a variety of payroll processing duties of above average difficulty in a lead capacity with a high degree of accuracy and attention to detail; performs work in accordance with established policies and procedures; makes arithmetical calculations with speed and accuracy; prepares, records, sorts and distributes various payroll and miscellaneous checks, stop payments, returned or replacement checks, retroactive checks, and final payouts via direct deposit or manual checks as required; audits employee time records for processing in the payroll system ensuring accuracy of salary allocations consistent with budgeted salary allocations;  investigates questionable data and takes corrective action; prepares payroll reports as required for local, state and federal agencies; reconciles payroll register to payroll warrants prior to the release of warrants; receives, checks, and processes payroll action forms relative to employee status or pay; updates and maintains employee files related to payroll status; maintains accrual balances for sick leave, vacation, personal leave time, and management leave banks and various other leaves in accordance with the City's Memoranda of Understanding (MOU's); enters budgeted benefit rates, cost of living increases, and various deduction and contribution codes and formulas into the financial system; reports monthly total employees to Department of Labor; distributes accrual and labor distribution reports to other departments; provides or verifies wage or employment information; assists other departments with salary budget, subpoena, and other payroll reports; maintains and balances garnishments; files bi-weekly reports to P.E.R.S. (Public Employees' Retirement System); responds to various inquiries including retirement final compensation, audit requests and public information requests for payroll data; prepares and distributes employee wage statements (W-2s); may assist in the selection, training and evaluation of payroll staff and provide lead direction to others in daily work activities; performs other related duties as assigned. 


Accounting Technician

ESSENTIAL DUTIES AND RESPONSIBILITIES    

Performs a wide variety of technical accounting and clerical work involved in the preparation and maintenance of accounting, purchasing, budgetary and fiscal records; opens, verifies balances and adjusts accounts; maintains ledger systems; posts, assembles, tabulates and compares financial data; prepares or checks warrants, invoices, time records, requisitions, purchase orders and similar fiscal documents; compares, schedules, indexes and files bills, vouchers, warrants and other records; prepares and checks various statistical or accounting tables and reports; keeps journals or subsidiary ledgers; assists in preparing and may type accounting, statistical reports and schedules; operates adding, calculating, computer terminal and other office machines; keeps records of cash transactions and of receipts issued; prepares and sends bills and delinquency notices; audits and balances bills; maintains cash account records; reviews claim vouchers; performs a variety of community development, accounts receivable and payable recordkeeping duties; assists in the preparation of County, State and Federal reports; prepares and maintains financial control records; prepares purchase orders, purchase requisitions, and other necessary documents related to the purchase of supplies, equipment, services, and materials in accordance with City code; prepares and issues emergency purchase orders in accordance with City code; sorts, audits, and distributes purchase orders to vendors and departments; confers with vendors regarding purchase order status; assists with purchase of supplies, materials, equipment, and services for various City departments; coordinates bid process; places legal notices in newspaper, mails special instructions for bids, contracts, leases, and agreements; conducts bid opening; records bid and proposal results; prepares evaluation of bid proposals and recommendations for award; coordinates all purchases and procurements with requesting departments and in accordance with City code; maintains files and records of contracts, leases, and agreements and other documents in alphabetical, numerical, chronological, and topical order; provides a variety of information to City personnel and members of the general public; prepares a variety of letters and correspondence; responds to inquiries from the auditors, elected officials, the City Manager, departments and vendors; may train and provide lead direction to other personnel.

Payroll Specialist
Knowledge of principles and practices of payroll administration; methods, practices and terminology used in automated payroll record keeping and processing; modern business office equipment and procedures; computer hardware and software related to payroll record keeping systems; read, understand and interpret moderately difficult written materials; payroll policies and procedures relative to Memorandums of Understanding (MOU), Merit System Rules and Regulations, FLSA, and Federal and State Agencies; windows environment software including Excel and Word; principles and practices relative to PERS Regulations and Federal and State Tax Guidelines; principles, procedures and techniques used in administering the Financial system including the creation of codes, formulas and system updates.

Ability to perform a variety of arithmetical calculations with speed and accuracy; interpret and apply guidelines, regulations and policies relative to payroll practices; operate a variety of computer and office automated equipment; maintain inter-related records and files; resolve work problems related to the maintenance of City's payroll records; maintain cooperative working relationships; perform arithmetic calculations including percentages, fractions, averages, or other formulas; research files and prepare statistical reports and analyses; serve as liaison for outside government agencies and respond to requests as required; work in a high volume environment and meet deadlines; communicate effectively verbally and in writing; reconcile payroll accounting records; meet deadlines and respond to divergent needs of City departments concurrently, making optimal use of resources; supervise, train, and participate in the evaluation of technical and clerical staff, as assigned.


Accounting Technician
Knowledge of:
  • Accounting and financial recordkeeping methods, practices and procedures, especially as they pertain to municipal accounting, accounts payable, purchasing and utility systems;
  • Generally accepted accounting and bookkeeping principles and procedures and their application to accounting transactions, purchasing, and databases; 
  • Mathematical principles applied to financial and statistical record keeping;
  • Modern office methods, procedures and equipment including computer programs and applications; 
  • Automated financial management systems;
  • Applicable Federal, State and municipal laws and regulations;
  • Applicable City and office policies, procedures and rules;
  • Recordkeeping and report preparation procedures.
Ability to:
  • Perform complex financial recordkeeping work;
  • Prepare clear and accurate financial statements, reports and analyses;
  • Perform a variety of technical accounting duties related to accounts payable and receivable, utility billing, purchasing and procurement, insurance, fringe benefits and deferred compensation;
  • Apply accounting and bookkeeping principles to special office, department and municipal requirements;
  • Operate calculating, adding and computer equipment with speed and accuracy;
  • Assist in the preparation of special reports;
  • Update and maintain a variety of statistical and financial files and records;
  • Meet a variety of customers tactfully and courteously and answer questions in person and over the telephone;
  • Establish and maintain cooperative working relationships;
  • Type accurately from clear copy;
  • Analyze situations accurately and adopt an effective course of action;
  • Assist in training and leading the assigned staff;
  • Read and write at the level required for successful job performance.
Payroll Specialist
TRAINING AND EXPERIENCE


Any combination of training and experience which would provide the required knowledge, skills and abilities is qualifying.  A typical way to obtain the knowledge, skills and abilities would be:

Experience:
Five years of increasingly responsible experience in payroll or accounting in a government environment and completion of college level courses in the principles of accounting. 

Education:
High School graduation or satisfactory equivalent and completion of college level courses in the principles of accounting.  Graduation from an accredited four year college or university with a degree in accounting, finance, business or public administration or a related field is desirable.

SPECIAL REQUIREMENTS

Possession of a valid California Class C driver's license issued by the State Department of Motor Vehicles and good driving record.

California Department of Motor Vehicle (DMV) Pull Notice System: An incumbent appointed to this position is subject to enrollment in the California DMV Pull Notice Program. The Pull Notice Program provides information on the incumbent's driving record and Driver's License status on a periodic basis to the City of Lynwood.
