General Description
The City of Madison is seeking a strong and collaborative leader to direct the strategic, operational, and financial functions of the Community Development Authority (CDA). The successful applicant will have the opportunity to participate in the strategic repositioning and redevelopment of the CDA's housing portfolio, and to contribute to housing creation in a rapidly growing city committed to providing affordable housing and housing choices to all.
The CDA is a division of the Department of Planning & Community & Economic Development Department (DPCED) and encompasses management, administration, and modernization of a federally subsidized Housing Choice Voucher Program, a Public Housing Program, a Redevelopment Authority, and a diverse and growing real estate portfolio.
As head of the CDA Housing Operations Division, the Director will be responsible for managing housing programs, implementing policy, developing and managing the budget, program compliance and reporting, managing staff and ensuring service excellence, and real estate development activities. This position will serve as Deputy Director of the CDA, and work with a high degree of independence under the leadership of the Director of DPCED / CDA Executive Director, and may have a direct reporting relationship to the Mayor or their designee.
Employment will be subject to a five (5) year employment contract negotiated by the Mayor and approved by the Common Council and a term of the contract requires residency in the City of Madison.

Special Requirements
Certification as a Public Housing Manager or ability to obtain the certification within six (6) months of appointment. Failure to obtain this certification within the probation / trial period will result in the employee not passing probation / trial period, absent extenuating circumstances.
The employee will be expected to attend meetings and provide presentations outside the normal work schedule, including evenings and weekends.
Physical Requirements :
Employees in this position will be expected to visit the various public housing facilities in the City. Otherwise, work is performed in an office environment with flexible desk height and using standard office equipment such as computer, telephone, and copier.

Vacation is earned upon starting employment and can be used immediately. The vacation allotment for a Department / Division Head is negotiable.
Employees earn 3.5 personal days in addition to vacation.
Employees receive eight official paid holidays (New Year's Day, Martin Luther King, Jr. Holiday, Memorial Day, Juneteenth, Independence Day, Labor Day, Thanksgiving, Christmas Day), as well as 3 paid leave days (the Friday after Thanksgiving, Christmas Eve, New Year's Eve).

The CDA Housing Director is responsible for the long-term visionary and short-term operational priorities of CDA including programs that manage and administer 1700 housing choice vouchers, 742 public housing units, 115 HUD multifamily housing units, and numerous Section 42 tax credit developments. The CDA Housing Director must work closely with other City agencies, HUD representatives, WHEDA, program participants, development partners, and a highly qualified staff.
