TITLE : SUPERINTENDENT, WASTEWATER TREATMENT
PURPOSE OF CLASSIFICATION :
The purpose of this classification is to plan, direct, and supervise the overall operation and maintenance of the City’s wastewater treatment facility. Employee in this classification plans, allocates, and supervises personnel resources, monitors treatment plant conditions, develops and enforces policies and procedures, and handles administrative matters relating to the plant.
ESSENTIAL FUNCTIONS : The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.
- Plans and allocates personnel and resources for weekly work required; ensures schedules are in place and makes changes as necessary due to sickness, illness, etc.
- Monitors treatment plant conditions; interprets daily lab results as they apply to plant operations; works closely with Maintenance Supervisor to ensure proper plant maintenance; oversees all aspects of plant process control.
- Enforces safety policies; teaches and schedules monthly operational / safety meetings.
- Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals, trains operators on proper plant process control.
- Prepares annual budget; administers budget as approved; reviews invoices and codes as necessary; authorizes plant purchases.
- Attends Council meetings; attends department head meetings; conducts weekly departmental staff meetings.
- Maintains parts and chemical inventories.
- Assists with the repair of machinery or equipment.
- Provides software and computer instruction for treatment plant employees; upgrades and maintains computers and network as needed; solves problems and repairs equipment as efficiently and cost effectively as possible; generates computer graphs regarding plant process.
- Prepares state monthly discharge permits; prepares monthly operational reports; prepares and presents requested departmental reports for various individuals; ensures all department reports, operator reports, and various forms are correctly completed.
- Ensures City personnel policy is followed.
- Reviews lab analysis and applies any necessary process control changes to maintain a high quality of effluent discharge.
- Formulates and enforces proper operational procedures; enforces all state and OSHA mandated safety programs including confined spaces, hazardous communication, and lock out / tag out; maintains up to date emergency response plan.
- Assists employees in solving operational problems by using examples and historical plant lab results.
- Continually reads technical journals and other sources of industry information.
- Reviews Material Safety Data Sheets on incoming chemicals and trains employees about any hazards that are associated with chemicals.
- Provides analysis and solutions for any major plant capital expenditures or needed repairs.
- Conducts tours with state inspection officers and provides any necessary reports.
- Schedules operators for required professional training.
- Operates a personal computer, mechanics’ tools, lab equipment, forklift, Scada system, LAN, or other equipment as necessary to complete essential functions, to include the use of word processing, spreadsheet, database, or other system software.

MINIMUM QUALIFICATIONS :
Associate’s degree with course work emphasis in biology and science; three years of experience in wastewater plant operations, including two years of administrative and supervisory experience; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
Must possess and maintain a valid Kentucky driver’s license.
Must possess and maintain a valid Kentucky Class III Wastewater Treatment Plant Operators License.
