Annual Salary Range: $105,159.48 - $137,347.19
POSITION SUMMARY
This position is responsible for providing leadership and strategic management of the city’s Health and Human Services Department, which provides a range of community, health, clinical and environmental services to monitor and improve the health and quality of life for Malden residents. Position provides oversight, advocacy, and promotion of public health programs and community support services and fosters collaborative partnerships with internal and external stakeholders. Position is responsible for other related duties as required.
ESSENTIAL JOB FUNCTIONS and DUTIES

- Provide day-to-day management, direction and oversight of staff responsible for the effective delivery of services around Public Health, Additional Recovery and Human Services.
- Provide leadership, management and oversight of Veterans’ Services, Senior Center and Teen Center departments by working directly with the Coordinators who head each of these departments and setting goals and objectives with measurable results.
- Work in collaboration with the Director of Inspectional Services to coordinate an effective strategy around the enforcement of state and local public health laws, rules, and regulations for the city;
- Implement and recommend policies as established by the Board of Health.
- Prepare and administer the department operating and capital budgets and provide oversight and direction to Veterans’ Services, the Senior Center and the Teen Center in preparing the same.
- Conduct performance management of all direct reports, and ensure the same for other staff members in the department; recruit and train staff.
- Conduct health needs assessments and create baseline indicators for monitoring purposes; use data from assessments to inform the creation of programs and interventions; implement programs designed to reduce the burden of disease and disability and to improve the quality of life.
- Coordinate activities with the leadership of other human service agencies in surrounding cities and collaborate on regional opportunities, best practices, and shared grants.
- Ensure that monthly and annual reports as required for public health are filed timely and accurately.
- Write grant applications; administer all grants received.
- Performs other related job duties as required.
SUPERVISION RECEIVED
Under administrative direction from the Mayor, the employee works from policies, goals, and objectives; establishes short-range plans and objectives and departmental performance standards and assumes direct accountability for department results; consults with the Mayor where clarification, interpretation, or exception to policy may be required or as requested by the supervisor. The employee exercises control in the development of departmental policies, goals, objectives, and budgets and is expected to resolve all conflicts that arise and coordinate with others, as necessary.
SUPERVISION EXERCISED
The Director of HHS is accountable for the direction and success of programs accomplished through others. The Director is responsible for analyzing program objectives, determining the various departmental work operations needed to achieve them, estimating the financial and staff resources required, allocating the available funds and staff, reporting periodically on the achievement and status of the program objective, and recommending new goals. The Director typically formulates or recommends goals and develops plans for achieving short and long-range objectives and determines organizational structure, operating guidelines, and work operations.
JUDGMENT AND COMPLEXITY
Guidelines provide guidance for performing the work, which may be in the form of administrative or organizational policies, general principles, regulations, legislation, or directives that pertain to a specific department or functional area. Extensive judgment is required to develop new, or adapt existing, methods and approaches for accomplishing objectives or to deal with new or unusual requirements within the limits of the guidelines or policies. The Director is recognized as the authority in interpreting the guidelines and in determining how they should be applied.
NATURE AND PURPOSE OF CONTACTS
Relationships are constant with co-workers, the public, and with groups and/or individuals who have conflicting opinions or objectives, diverse points of view, or differences where skillful negotiating and achieving compromise is required to secure support, concurrence and acceptance, or compliance. The Director may represent to the public a functional area of the organization on matters of procedures or policy where perceptiveness is required to analyze circumstances in order to act appropriately.
CONFIDENTIALITY
Employee has regular access at the departmental level to a wide variety of confidential information, including personnel records, medical records, and employee records.
EDUCATION AND EXPERIENCE
- Bachelor’s degree in public health, services, or related field and
- Five (5) to seven (7) years of related experience in public health or public service leadership as well as experience managing direct reports
- Or any equivalent combination of education, training, certification, and experience
KNOWLEDGE, ABILITY, AND SKILLS
Knowledge: Knowledge of the principles and practices of public health administration. Knowledge of the codes and laws relevant to public health conditions. Working knowledge of inspection and control procedures. Knowledge of epidemiology.
Abilities: Ability to lead and guide conversations on social issues. Ability to work cooperatively with experts.
Skills: Effective written and verbal communication skills, problem-solving, customer-service skills. Organizing, planning, investigative, and decision-making skills.

The majority of work is performed in an office setting.

Physical Skills:Minimal physical demands are required to perform most of the work. The work principally involves sitting, with intermittent periods of stooping, walking, and standing. Motor Skills:Duties require motor skills for activities such as moving objects and using office equipment, including but not limited to telephones, personal computers, handheld technology, and other office equipment.
Visual Skills:Visual demands require routinely reading documents for general understanding and analytical purposes, including handwriting, maps, blueprints, and forms; inspecting surroundings and fine details to assess conditions of materials, equipment, landscapes, and buildings; and reviewing detailed information displayed on a computer screen.
